This role involves planning, organizing, directing, and entire oversight of all financial management activities, including the formulation, justification, defense, and execution of not only extensive but complex budgets. The role requires thorough knowledge and oversight of military and civilian pay and travel and utilizes Defense Travel System (DTS), Defense Joint Military Pay System (DJMS), Defense Civilian Pay System (DCPS), and Air Force Reserve Order Writing System (AROWS-R). As an Operations Finance Analyst Principal, the work you’ll do at ARMA will be impactful to the mission of the customer. You will play a crucial role in gathering, analyzing, and evaluating data pertaining to operations and organizations. You will support the customers force protection and identity data management efforts. Collaborate with other disciplines and partner organizations to produce thorough and reliable products. Drive to work independently and meet short deadlines in a fast-paced environment, coordinate participation, and input in the development of global plans. Utilize relevant technologies and services while being prepared to include emerging tools and procedures as necessary.

Requirements

  • 6+ years of related experience
  • Experience in Financial Management and Comptroller
  • Experience in financial policies and fiscal controls
  • Extensive use of the Defense Enterprise Accounting and Management System (DEAMS)
  • Thorough knowledge and oversight of military and civilian pay and travel
  • Knowledge of Defense Travel System (DTS), Defense Joint Military Pay System (DJMS), Defense Civilian Pay System (DCPS), and Air Force Reserve Order Writing System (AROWS-R)
  • Knowledge of Joint Travel Regulations (JTR)
  • Knowledge of DoD Financial Management Regulation (FMR) Vol 7A, 8, and 9
  • Knowledge of Title 5 and Title 37 of the United States Code (U.S.C)
  • Knowledge of the federal Antideficiency Act (Title 31 U.S.C.)
  • Experience in applying analytical techniques and maintaining audit readiness
  • Experience preparing, examining, negotiating and revising contracts
  • Experience ensuring contracts are consistent with management's goals, policies, and procedures
  • Experience ensuring compliance with internal policies and procedures, as well as other government FAR and Directive 70-1
  • Experience in creation, maintenance, and updating of financial databases and spreadsheets, and generating various financial reports
  • Excellent communication, influencing, project management, and management/leadership skills
  • Experience writing and updating project documentation including system procedures, presentations, and training materials
  • Experience maintaining current knowledge of relevant laws, regulations, policies, and procedures
  • Experience in briefing and directly supporting General and Flag level Officer and Senior Executives
  • Bachelor’s degree
  • 6+ years of related military experience or 10+ Civilian Equivalent
  • Microsoft office technical skills
  • Active TS/SCI clearance
  • US citizenship required
  • Experience in Military Experience, Special Operations, Finance

Responsibilities

  • Serve as the principal financial advisor, providing high-quality and objective guidance to all levels of decision-makers.
  • Oversee all financial management activities, including the formulation, justification, defense, and execution of extensive and complex budgets.
  • Ensure adherence to financial policies and fiscal controls for legal regulatory compliance.
  • Manage financial operating plans, track budget execution, and address funding shortfalls using the Defense Enterprise Accounting and Management System (DEAMS).
  • Oversee critical financial oversight initiatives, including Quality Assurance Programs for accounting activities.
  • Oversee military and civilian pay and travel using DTS, DJMS, DCPS, and AROWS-R.
  • Ensure adherence to regulations including Joint Travel Regulations (JTR), DoD Financial Management Regulation (FMR) Vol 7A, 8, and 9, Title 5 and Title 37 of the United States Code (U.S.C), and the federal Antideficiency Act (Title 31 U.S.C.).
