About The Position

The Operations Executive Director, Youth Development (Child Care) serves as an Association leader in the areas of School-Age Child Care and Day Camp. The Operations Executive Director, Youth Development (Child Care) is responsible for the supervision, management, development and operation of a regional area of child care programs and facilities, including but not limited to Licensed Before and After School programs, Expanded Learning programs, Licensed-Exempt Child Care, Day Camp, Summer Child Care, Enrichment and Tutoring Programs, After School Enrichment and other youth development programs. The Operations Executive Director, Youth Development (Child Care) is a resource to center staff while also providing direct supervision of program directors, site directors, site coordinators, enrichment coordinators, teachers, aides, program leaders and camp counselors. Responsibilities include member support and engagement, program growth and retention, fiscal management, volunteer and staff development, program marketing and communication, aligned with the vision for the centralized child care department. Duties include the recruitment, training and supervision of staff, development of programs and activities, coordination of center and department events, community involvement, school partnerships and program marketing. This position will also be responsible for maintaining licensing standards for all child care programs and maintaining accreditation standards for all day camp programs. The Operations Executive Director, Youth Development (Child Care) will support assigned centers in the annual Community Support Campaign and will be a member of the Centralized Child Care Department Operations team.

Requirements

  • Twenty-one (21) years-old or older.
  • Bachelor’s degree in a Child Development, Recreation or a related field or its equivalent in academic preparation and/or experience, preferred.
  • Full knowledge of and experience with California Title 22 licensing compliance & regulation, and acceptable child care and day camp practices, required.
  • Experience managing multiple sites and programs.
  • Minimum of four (4) years of experience managing licensed child care and youth development programs, including experience supervising supervisors and staff.
  • Must be California Title 22 Center Director qualified.
  • Proof of vaccination for TDAP (Whooping Cough/Pertussis) and MMR (Measles).
  • Proof of full vaccination for COVID-19, including fully boosted, if eligible.
  • Completion of health screening and TB clearance within seven (7) days of hire (the YMCA provides access to free health screenings and TB testing to all child care employees).
  • Knowledge of program planning, implementation and management; staff supervision, budgeting/fiscal management.
  • Experience in community development, partnerships and relations.
  • Experience working with school personnel and school leadership.
  • Familiarity with mandated reporting procedures, safety and risk management.
  • Must be able to clear a criminal record background check (DOJ/FBI/CACI).
  • Ability to plan, lead, and participate in activities.
  • Ability to lift 30-35lbs

Nice To Haves

  • It is strongly preferred that the candidate have working experience as a Center Director in a Licensed Child Care facility.
  • Knowledge and experience with the American Camp Association accreditation process is preferred, but not required.
  • YMCA Multi-Team Leader Certification, preferred.
  • California EMSA approved 16-Hour Infant-Child-Adult CPR, First Aid, AED, Lead Poisoning Prevention and Preventative Health and Safety certifications or willing to certify within 60-days of hire (the YMCA provides these certification trainings free-of-charge to employees).

Responsibilities

  • Develop, implement and achieve enrollment goals identified in Association Child Care Annual Operating Plan.
  • Ensure that all program sites that licensed and always in compliance with licensing.
  • Ensure that all programs sites that are licensed-exempt are following Association Exempt Program standards.
  • Ensure all licensed facilities have a fully-qualified director designated as responsible for the facility.
  • Step in ratio, if/as needed.
  • Ensure that all facilities, program areas and equipment are clean and in proper working order.
  • Support the Association in helping centers maintain or obtain American Camp Association (ACA) accreditation.
  • Work as a liaison between the YMCA and ACA.
  • Communicate program information, registration information, schedules, etc., effectively and consistently with assigned program center(es) and staff.
  • Ensure program activities are well-rounded and implementing the YMCA’s SCALED Curriculum framework or Afterschool Enrichment Curriculum framework.
  • Ensure that all child care programs are nurturing, child-centered, asset-based, and include volunteer leadership opportunities and involvement of families.
  • Visit program sites regularly and complete site visits that are documented and shared with staff.
  • Recruit and hire staff using screening tools and panel interviews to gain the best possible fit with each opening.
  • Provide direct supervision to department staff, assuring that all staff are qualified, certified, and are meeting minimum performance standards for their position.
  • Provide training for staff and volunteers on an ongoing basis through staff meetings, special courses and workshops.
  • Support the Association in regional training events throughout the year, including occasional evening and weekend trainings and training events.
  • Hold regular department staff meetings.
  • Document meeting minutes and training records accordingly.
  • Maintain commitment to safety through regularly scheduled and documented on-site safety inspections.
  • Meet Association standards for safety and risk management.
  • Maintain current records for all staff that require certifications and keep copies on file.
  • Ensure that all job descriptions and performance standards are accurate, current and on file for all employees.

  • With support from supervisor, help to develop annual operating budget for child care programs.
  • Manage department budgets to achieve monthly, quarterly and annual goals.
  • Maintain systems for variance analysis, revenue and expense monitoring and control.
  • In partnership with the Child Care Accounting department, assist with the management of grants/3rd party contracts in an accurate and timely manner.
  • Prepare and submit reports and documentation as required.
  • Oversee department spending and obtain authorizations accordingly.
  • Support year round fundraising programs that include the Community Support Campaign and Special Events.
  • Responsible for recruitment and retention of Community Support Campaign leadership including team captains, division manager and/or team members as assigned.
  • Oversee and conduct ongoing program member evaluations and surveys to ensure that high levels of quality in programs are maintained at all times; ensure outcomes align with the needs of the community and the Association’s strategic plan.
  • Build a strong relationship with school and community by evaluating the scope and quality of the child care programs offered, community needs, and other providers.
  • Create opportunities (events, initiatives, activities) for members to develop small communities within the YMCA.
  • Identify program volunteer positions and assist with the identification, recruitment and tracking of program volunteers
  • Attend staff meetings and trainings as required.
  • Uphold YMCA policies for safety, supervision, mandated reporting and risk management.
