CEI designs and implements initiatives that align with and operationalize legal mandates and legislation; ensures the City is compliant with reporting mandates; develops and updates the City’s EEO and diversity, equity and inclusion trainings portfolio that promote awareness of rights, responsibilities and resources for the city workforce; organizes mandatory EEO best practices meetings and other educational programs and professional development for EEO professionals; conducts third-party EEO investigations when the agency head or the EEO officer is a party in the matter; promotes compliance with training programs and reporting; guides agencies in effective use of workforce metrics that inform agencies’ equitable recruitment and retention efforts; designs and maintains compliance tools and reference resources; provides guidance to agencies on emerging issues related to fair and effective employment practices; guides agencies on preparation of their annual EEO plans required by the New York City Charter Chapter 35, Section 814.1. The Policy Analyst will report to the Director of Policy and Program Development and will work within the PPD unit to assist in implementation of local laws and related initiatives.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above.

Responsibilities

  • Draft policy and procedures that advance proposals and program development, including creating and editing associated policy documents and forms.
  • Conduct policy analysis, which includes examining efficacy of existing policies and programs to coordinate and adapt strategic planning activities to emerging priorities.
  • Review new legislation to operationalize requirements and support the rollout, implementation, and management of requirements set forth in the legal mandates.
  • Create spreadsheets and tools to track policies and processes and review relevant policy advisory data to identify programmatic needs and issues.
  • Assist in development, implementation, revision, and maintenance of electronic web-based policy formats.
  • Analyze quarterly demographic reports to track agencies’ implementation of DEI and EEO initiatives and strategies and provide guidance to agencies as needed.
  • Work collaboratively with the Human Capital Division on compliance related to workforce data, training content, and other projects, as needed.
  • Carry out special projects and assignments related to CEI operations, evaluate program operations and make recommendations to develop and implement program process improvements, determine trends, resolve operational problems, gain greater program efficiencies and identify and manage risks.
  • Assist with drafting and developing EEO-related memoranda, policies, procedures and guidance to be communicated to agency EEO Officers and evaluate program inquiries and coordinate written responses with CEI management.
  • Design and implement surveys and review results to evaluate the effectiveness of initiatives.
  • Research, identify and utilize EEO and diversity and inclusion best practices to inform citywide program development and recommendations.
