About The Position

The Operational Analyst (OA) reports to and receives work direction from the Senior Military Analyst/Writer for the Doctrine and Analysis and Development, and Mission Area Effectiveness Assessment Cadre, or the Project Manager. The OA will conduct data collection, assessments, and in-depth quantitative and qualitative analysis that outline capability and capacity gaps along the doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy  (DOTMLPF-P) spectrum.

Requirements

  • Bachelor’s Degree BS/BA in science, engineering, management, analytical, or other relevant field
  • Ten (10) years of U.S. Navy, Marine Corps, or Army Service-level (active or Civil Service) operations planning experience
  • Familiarity with command and control operations, operations centers, operational planning processes, training, and/or field exercise planning.
  • Knowledge of commonly used concepts, practices and procedures within a particular field.
  • A wide degree of creativity and latitude is required.
  • Must be able to work independently with little or no supervision.
  • Strong familiarity with government regulations and directives pertaining to confidentiality, document retention and project site protocols.
  • Strong communication and presentation skills: able to read, write, and communicate effectively in English; able to design and write clear communications and present training programs.
  • Expert proficiency in computer applications such as Microsoft Office (Outlook, Word, PowerPoint, Excel, and Teams), Adobe, and other media type software.
  • Excellent organizational, planning, and prioritization skills.
  • Excellent interpersonal skills. Strong analytical and problem-solving skills.
  • Demonstrated ability to perform diverse duties operating under deadline constraints.
  • A Secret security clearance is required for this position.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving records that is acceptable to the company's auto insurance provider.
  • Passport is required (reimbursable).

  • Academic knowledge of qualitative and quantitative research methods, three or more years’ experience at either a warfighting development center (WDC), Navy Expeditionary Combat Command (NECC), or in at least one or more of the following:

  • Maritime expeditionary security force (MESF)

Responsibilities

  • Conduct periodic trend analysis, of applicable Joint and Navy doctrine and tactics currency and maintain situational awareness of gapped or stagnant expeditionary warfare (EXW) (explosive ordnance disposal [EOD], mobile diving and salvage [MDS], maritime expeditionary security force [MESF], Navy expeditionary logistics Group [NAVELSG], and Navy expeditionary intelligence command [NEIC] operations), construction (CON),  Navy-wide force protection (FP) (including antiterrorism [AT]), and confronting irregular challenges (CIC) doctrine and tactics, and provide recommending actions for improvement
  • Analyze and evaluate currency, accuracy, and relevance of EXW, CON, Navy-wide FP, and CIC doctrine and tactics, recommend actions and participate in developing, standardizing, or revising doctrine and tactics
  • Perform front-end analysis (FEA) efforts for doctrine and non-doctrine publications slated for development
  • Participate in working group meetings, concept development team (CDT) conferences, and other planning conferences with EXWDC government personnel to help define, refine, recommend requirements, conduct mission analysis, and other project related purposes
  • Coordinate with and advise the EXWDC N35 Force Development process in order to support force development improvements.
  • Coordinate research support to and participation in joint, naval, and other Service’s assessment, concept development and implementation, wargame, table top exercise experimentation, limited objective experiments, test and evaluation, and analysis activities
  • Provide subject matter expertise regarding current and future EXW, CON, Navy-wide FP, and CIC capabilities
  • Assist in the planning, coordination, review, and evaluation of doctrine publications developed by other proponent schools/centers, Services and Government Agencies
  • Perform other related duties incidental to the work described to include doctrine writing and exercise performance evaluation and exercise support when required
  • Maintain compliance with all Corps Solutions policies regarding quality practices
