About The Position

Under general direction, manages the City's Open Records process and requests organization-wide and provides Public Information Act support to all City departments. Oversees and maintains the operation of computerized records management systems, and supervises staff performing administrative clerical tasks as needed while working in coordination with the Office of the City Attorney on Open Records Requests (ORR). Exercises direct supervision over assigned staff.

Requirements

  • Associate's Degree from an accredited college or university
  • Four (4) years of increasing responsible experience in managing legal documents, open records or related field
  • Knowledge of the Freedom of Information Act and Texas Public Information Act regulations
  • Knowledge of principles of record keeping and records management, and running open records reports
  • Knowledge of computer software and hardware applications
  • Knowledge of audio and video editing, editing equipment, and equipment maintenance requirements
  • Knowledge of technical requirements for audio/video records for storage
  • Knowledge of general office methods, procedures, and practices, and improving workflow processes
  • Knowledge of local, State, and Federal guidelines for records disposal and retention
  • Knowledge of methods, techniques and practices of research for attorney or legal review
  • Ability to manage high level requests
  • Ability to provide technical assistance, training and supervise a team
  • Ability to manage contracts
  • Ability to develop, implement, and evaluate new programs
  • Ability to perform all the essential functions of the position, with or without accommodations
  • Ability to work primarily in an office environment

Responsibilities

  • Ensures that open records are being closed in a timely manner by running reports.
  • Coordinates and supervises clerical operations of the Open Government team such as scanning, data processing, data analysis, and completing requests for departmentally held information and reports.
  • Supervises and works to ensure coordination between Open Government team and department divisions within the City.
  • Searches for solutions to resolve backlog issues; create and improve workflow processes to provide successful and timely responses.
  • Follows procedures for records management projects and supports the City's record-keeping practices to ensure that regulatory requirements for records management are met.
  • Analyzes, evaluates, and reviews information and record keeping practices as assigned.
  • Manages the TEQSYS (eDP) contract and coordinates updates and maintenance procedures required with the contract vendor.
  • Partners with the City Attorney's Office to ensure the Attorney General's deadlines are met and that rulings are responded to accordingly and correctly.
  • Assists departments in management and timely follow-up of open records requests.
  • Responds to high priority questions and information requests; reviews and redacts responsive records for revelancy.
  • Provides training to all City open records specialists and liasons on the Texas Public Information Act and use of the GovQA portal.
  • Creates and presents reports for Budget Management and department leaders regarding open records data.
  • Functions as the Department representative and meets with City leadership weekly to review high priority open records requests.
  • Performs related duties and fulfills responsibilities as required.
