About The Position

ProSidian is seeking an Oil and Gas Operations Performance Engineer for a contract role supporting the U.S. Department of Energy's Loan Programs Office (LPO). This position focuses on providing Independent Engineering (IE) advisory services for energy infrastructure projects, specifically in the oil and gas sector. The role involves monitoring operational performance, conducting technical due diligence, and assessing risks to support financing decisions. The work is primarily remote within the USA, with occasional on-site meetings expected, and is aligned with the GSA Labor Category of Senior Consultant.

Requirements

  • Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical field.
  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
  • Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Proficiency with business tools and technology, including Microsoft Office (advanced Excel, Access, Outlook, PowerPoint, Word).
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other tools as needed.

Nice To Haves

  • PE, PMP, CSP, API, NACE/AMPP, PMI, or discipline-specific credentials preferred where applicable.
  • Experience in Independent engineering review.
  • Familiarity with U.S. Department of Energy (DOE) Loan Programs Office (LPO) documentation style.

Responsibilities

  • Provide Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on oil and gas operating metrics, throughput, production, reliability, and efficiency.
  • Review project documentation, evaluate technical and commercial interfaces, identify risks and mitigations, and validate assumptions.
  • Support conditions precedent and disbursement readiness reviews where applicable.
  • Prepare defensible work products including performance dashboards, bottleneck analysis, downtime reports, operating assumptions, and optimization recommendations.
  • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • Monitor operational KPIs, throughput, efficiency, yield, production performance, and debt-service support capability.
  • Assess operational readiness, asset performance, production ramp-up, efficiency, yield, and reliability indicators.
  • Participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
