About The Position

Reporting to the Offshore Construction Manager, the Offshore Works Installation Coordinator is responsible for the end-to-end planning, coordination, and field supervision of offshore activities regarding the installation of an immersed intake structure on the DWI project located 1.5-km from shoreline. This role is the primary interface between the construction team, engineering, marine subcontractors, heavy lift contractors, and client during the critical offshore installation campaigns of 2027, 2028, and 2029 typically spanning April through October.

Requirements

• Bachelor’s degree in civil engineering, Ocean/Marine Engineering, Mechanical Engineering, or Construction Management (or equivalent).
• Minimum 6 years of progressive experience in offshore or marine construction, with at least 3 years in a field coordination or supervisory role.
• Demonstrated experience with heavy marine lift operations (crane barges, jack-up, sheerleg, semi-submersibles, or equivalent), including lift plan review, marine spread management, and anchor handling.
• Hands-on experience with offshore placement of large precast elements (immersed caissons, tunnel segments, gravity-based structures, or similar).
• Solid understanding of marine weather operability assessment; familiarity with wave climate data interpretation and metocean service procurement.
• Prior involvement in large-scale EPC infrastructure projects, ideally in a regulated (Oil & Gas, nuclear, energy, or port) environment.
• Proficiency with MS Office Suite (Excel, Word, Project / Primavera for schedule reading).
• Fluent in English (required).

• Working knowledge of AutoCAD or equivalent for drawing review is an asset
• French proficiency is considered a strong asset given the bilingual nature of the project team.
• Eng. designation (Ontario) is considered a strong asset.

Responsibilities

• Prepare, coordinate and supervise offshore installation campaigns.
• Prepare, coordinate and supervise dredging operations at the offshore location, including pre-dredge surveys, dredging progress monitoring, spoil management, and as-built verification against design requirement.
• Prepare, coordinate and supervise excavation of the offshore shaft, coordinating equipment deployment, drill spoil management, and compliance with design requirements.
• Prepare, coordinate and supervise heavy steel liner installation into the offshore shaft, including crane operations, liner alignment checks, and annulus grouting.
• Prepare, coordinate and supervise dewatering operations for the offshore shaft and associated structures, overseeing equipment commissioning, pump sequencing, water disposal compliance, and monitoring of drawdown levels.
• Prepare, coordinate and supervise the installation of 11 immersed large precast caisson (1500-ton), marine spread positioning including anchor handling, element lowering sequences, placement accuracy, and interface with the tunnel breakthrough activities.
• Prepare, coordinate and supervise underwater grouting operations, ensuring mix design, placement procedures, and QC testing comply with project specifications.
• Prepare, coordinate and supervise scour protection installation around the intake structure, coordinating material supply, transport and placement, and as-built surveys to confirm design extents are achieved.
• Coordinate and follow the marine operational window schedule (forecast), integrating weather operability limits (wave height Hs, peak period Tp), tidal conditions, and equipment availability.
• Coordinate, manage and review bathymetric survey campaigns throughout the offshore works.
• Coordinate and supervise diving operations, including underwater inspection and installation support activities.
• Act as the primary technical and contractual interface with the marine contractors, marine subcontractors (tugs, workboats, survey vessels), heavy lift contractor (crane barge operator), and underwater dive/ROV teams during offshore campaigns.
• Monitor and enforce Coasting Trade Act compliance for all marine vessels engaged under the project scope.
• Review and approve subcontractor method statements, lift plans, mooring plans, and daily operational procedures.
• Serve as the field liaison between offshore execution and the design team for installation-related engineering queries, RFIs, design clarifications, and field deviations.
• Review and apply technical documentation.
• Maintain offshore installation progress against the DWI Offshore schedule baseline, tracking actual vs. planned milestones
• Prepare daily, weekly and monthly offshore reports, including weather downtime analysis, productivity metrics, and look-ahead schedules for client and internal management.
• Lead offshore pre-campaign readiness reviews and participate in weekly project coordination meetings.
• Flag scheduling risks, marine weather trends, and equipment availability concerns with the Construction Manager on a real-time basis.
• Ensure all offshore activities comply with Project Quality and HSE Plan and Canada marine regulations.
