About The Position

The Greater Toronto Airports Authority (GTAA) is seeking a Construction Compliance Officer to join their team. This role is crucial for managing the Facility Alteration Permit (FAP) process from application to final inspection, ensuring all construction work complies with approved documentation, the Airport Construction Code, and applicable standards. The officer will be responsible for reviewing applications, conducting site reviews, documenting compliance, issuing notices for non-compliance, and participating in final inspections. This is a unionized position at the Band 7 level with a specific hourly wage and a 37.5-hour work week. A test will be part of the recruitment process.

Requirements

  • Minimum 5 years’ work experience in a multi-disciplined professional environment including architectural, mechanical, electrical, structural, and life safety focused on the design, construction, and commissioning of new &/or renovated facilities and facilities systems.
  • Post-secondary in Architectural Science or equivalent technical training/education in a field related to the design and construction of buildings/facilities & base building systems or an equivalent combination of applicable education and experience applied in work related to the construction of buildings/structures and/or the installation of base building systems.
  • Ability to obtain and retain Transport Security Clearance.

  • General knowledge and understanding of the content and application of the Airport Construction Code and referenced documents including National Building Code, National Fire Code, National Plumbing Code, Canadian Electrical Code, National Fire Protection Association (NFPA) Standards and the CAN/ULC Standards (S524, S536 & S537) which are related to life safety and other typical base building systems found within Airport Facilities.
  • Inspection skills involving critical observation, trouble shooting, attention to detail, exercising authority, etc.
  • General knowledge and understanding of the Occupational Health and Safety Act and Regulations for Construction Projects and the roles and responsibilities of Owners, Contractors, Supervisors, and workers with regards to construction safety.
  • Ability to recognize unusual site conditions or circumstance, assess and make sound judgments to ensure that unsafe work activities are immediately stopped.
  • Ability to communicate concerns found clearly with the Project Manager for their follow-up with the Contractor
  • Demonstrated capacity for problem solving, conflict resolution, and innovative thinking.
  • Strong interpersonal and communication skills with the ability to work in coordination with and maintain productive working relationships with partners.

Responsibilities

  • Assist with the overall Facility Alteration Permit (FAP) Process and respond to general inquiries pertaining to the FAP process requirements.
  • Review submitted application documentation to develop a clear understanding of the scope of work that will be required to initiate the applicable independent code and/or safety reviews for each FAP to issue the FAP placard (Airport Building Permit).
  • Respond to requests for site reviews to ensure compliance with approved documentation and/or applicable GTAA Guidelines.
  • Verify and document work compliance to the submitted documentation; to the Airport Construction Code; and to applicable codes, standards, and airport practices.
  • Maintain written inspection reports of work progress, detailing safety or non-compliance issues or property damage.
  • Discuss issues found with the contractor and Project Manager to ensure a plan is established to rectify the issues.
  • Issue written notices (Order to Comply or Stop Work Order) when necessary to contractors to deal with matters of work non-compliance and/or safety concerns.
  • Participate in final inspections and demonstrations initiated by contractors and consultants.
  • Track and review all submitted final documentation required for final Occupancy/Use Permit.
  • Review and verify the accuracy of the record drawings submitted.
