About The Position

The Strategic Planning Analyst will support Diplomatic Security’s Policy and Planning Division (DS/MGT/PPD) in the Strategic Planning Branch. The incumbent will be responsible for assessing current and future operations, developing plans for new programs and services, identifying and resolving planning issues, and assisting program managers and senior leadership by designing and monitoring performance management systems.

Requirements

  • Must be a US citizen, and possess at a minimum, a Secret security clearance, with eligibility to obtain and maintain a Top-Secret security clearance.
  • Bachelor’s degree preferred and 3 to 4 years of experience (one year of relevant experience and/or relevant coursework may be substituted for each year of education).
  • Must possess excellent command of the English language and excellent writing skills.
  • Must be proficient in the use of Microsoft applications (MS Word, PowerPoint, and Excel).
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.
  • Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule and conduct studies and analyses of management functions or programs.
  • Knowledge of substantive programs, goals, pertinent laws, and policies in order to analyze and assemble information, and knowledge of management and organizational techniques, systems and procedures to perform analytical studies.
  • Must pass a pre-employment drug screening, as well as have acceptable reference and background check results.

Responsibilities

  • Serves as a Strategic Planning Analyst responsible for coordinating with working level and middle managers in the Bureau, Department, Office of Management and Budget (OMB), the General Accounting Office (GAO), the Office of the Inspector General (OIG), other interagency partners, and with the staff of executive level managers and industrial security representatives to help produce a range of current and long-term strategic planning products.
  • Coordinates with senior level officers and program managers to foster an innovative, efficient, and effective monitoring and measurement process, identifying and evaluating key Diplomatic Security program budget issues and analyzing short- and long-term program alternatives and budget trends and issues.
  • Develops and coordinates components of the Bureau's operational and strategic planning, program management, and the performance measurement process, including assigned portions of the Functional Bureau Strategy (FBS), the Joint Strategic Plan (JSP), and other strategic documents.
  • Researches, develops, and organizes budget justification material and resource displays in support of DS' programs and projects which require expertise in a wide range of issues affecting national security, intelligence programs, disciplines, capabilities, and information sharing in order to analyze trends and programmatic cycles.
  • Develops and manages components of the Bureau's operational and strategic planning, program management, and performance measurement processes, including assigned portions of the Functional Bureau Strategy (FBS), the Joint Strategic Plan (JSP), and other strategic documents.
  • Develops and implements elements of a strategic planning process to further DS' program goals and objectives and coordinates the integration of separate functions into the strategic planning process.
  • Continually evaluates on-going processes, actions, and initiatives through feedback systems and benchmarking.
  • Evaluates the effectiveness of programs and operations in achieving strategic goals and objectives.
  • Exercises significant originality and creativity in applying analytic techniques, decisions, analysis, and problem-solving techniques and methodologies to strategic planning and performance measurement and assessment issues.
