This position is the Manager over eligibility, registration, vital statistics, and medical records as well as the Direct Supervisor for cashiering, billing and dental clerks for the Department of Health in Marion County. Responsible for training, motivating, and evaluating subordinates. This position is under the direct supervision of the Assistant County Health Department Director. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Plans workloads, workflows, deadlines, and work objectives with subordinate employees. Motivates employees to improve the quality and quantity of work performed. Communicates on a regular basis with employees both individually and in staff meetings. Reviews and approves time sheets of staff within the required time frame; Reviews EARs of staff, making sure they submit their EARs correctly within the 7-day time period. Updates and maintains the scheduling/templates in the Health Management System (HMS) for all clinical services. Serves as lead on HMS functions including duplicates, updating, and entering new billing codes and lab codes, etc. Coordinates the required training for eligibility, registration, medical records, cashiering and billing staff for all functions in these related areas. This includes cross training of the staff to provide adequate coverage during times of need and for clinical efficiencies. Acts as the Billing Hub point of contact for Marion with Hernando CHD. Performs and/or oversees billing functions including write offs, collection reports, refunds, denials, outstanding A/R and overall billing issues. Most duties are performed as a joint effort with the Billing Hub. Assures a system is in place to be able to audit eligibilities for conformity with the DOH policies and procedures. Assures a system is in place to audit clinical billings for conformity with coding policies and procedures. Helps to implement quality improvement processes and strategic planning. Acts as a trainer. Assembles data for and prepares various reports as requested by management on clinic productivity and billing. Assists with updating billing Superbills annually. Coordinates bi-weekly clinical meetings and agendas. Information Security Custodian back-up, responsible for assuring data is secured for the clinic clerical. Assures compliance with rules and regulations regarding security/confidentiality policy. Coordinates with Records Management Analyst and Sr. Clerical Supervisor to ensure departmental measures are met and maintained. Performs other duties as assigned.
