About The Position

The Florida Department of Health is seeking a creative, organized, and motivated individual to become an essential member of the Bureau of Performance Assessment and Improvement (BPAI). This is a highly professional position located in the Division of Public Health Statistics and Performance Management (PHSPM), BPAI. The incumbent works in a cooperative manner with the BPAI Chief, BPAI Quality Improvement Manager and Department staff as the BAPI Strategic Planning Manager. This position requires knowledge of strategic planning, performance and quality improvement tools and practices, as well as management techniques. The incumbent works across the Departments various divisions and county health departments to develop, implement, monitor and advance the Department’s Agency Strategic Plan (ASP). This position requires excellent communication, computer and data analysis skills. The incumbent must be able to work independently and collaboratively with Department personnel, providing consultation and building State Health Office Divisions, Bureaus/Offices, and County Health Departments’ capacity through training and by responding to requests for technical assistance in the core areas of planning, performance management and quality improvement.

Nice To Haves

  • A bachelor's degree from a college or university and three or more years of professional experience in strategic planning, systems analysis, management analysis, program planning, program research, or program evaluation.
  • Experience providing highly effective customer service.
  • Program/project/personnel management experience.
  • Professional experience in public health, health care, education or community economic development.
  • Expertise with the Microsoft Office suite of desktop applications including Teams, Word, Excel, PowerPoint and Outlook.
  • Knowledge of relational database environments and/or web-based application development.

Responsibilities

  • Agency Strategic Plan (ASP) Manager: Responsible for developing, assigning, monitoring and evaluating activities and tasks required to successfully develop and implement the ASP. Lead working groups and provide technical support to individuals assigned responsibility for activities dedicated to successful ASP implementation, monitoring and reporting.  Prepare and present quarterly reports and updates on ASP progress to Department’s leadership.
  • Training and Consultation: Provide training on planning, performance and quality improvement tools and methodologies, and offer consultation to State Health Office Divisions, Bureaus/Offices, and County Health Departments by responding to requests for technical assistance in planning, monitoring, reporting and performance management.
  • Process Improvement: Responsible for developing, implementing, and enhancing tools and resources needed for continuous quality improvement across the Department’s planning, implementation, monitoring and evaluation processes. This role builds agency wide capacity for performance improvement in alignment with the strategies of the ASP. This includes web resources, training, sharing best practices, and technical support to program offices and CHDs.
  • Agency Performance Management Council (APMC) Meetings: Work jointly with Quality Improvement Manager, to coordinate the Agency Performance Management Council (PMC) meetings by convening regular meetings, setting agendas, gathering and analyzing performance data for the Council, as well as designing and implementing the necessary APMC processes and systems.
  • Individual Development: Responsible for keeping abreast of advances in strategic planning, performance improvement tools and techniques, quality improvement practices in management, supervision techniques, and effective communication strategies.
  • Incumbent is assigned a Purchasing Card and will follow Florida Law, purchasing policies of the Department of Health, and the purchasing guidelines for using the Purchasing Card.
  • Completes other duties as assigned.
