About The Position

The Arizona Department of Housing is seeking an Office of Manufactured Housing Auditor. Requirements

  • Experience in auditing work, principles, standards, and techniques.
  • Extensive knowledge of federal regulations related to manufactured housing.
  • Extensive knowledge of Arizona statutes and rules.
  • Extensive knowledge of accounting and auditing principles.
  • Extensive knowledge of financial requirements as they relate to the manufactured housing industry.
  • Working knowledge of the New Dealer Handbook for manufactured housing.
  • Working knowledge of investigative procedures.
  • Strong written and verbal communication skills.
  • Strong business mathematical calculation skills.
  • Proficiency in computer software (Word, Excel, and Google Workspace, etc.).
  • Ability to plan and organize schedules.
  • Ability to establish and maintain effective working relationships with individuals and representatives of diverse regulatory agencies.
  • Good interpersonal skills.
  • Strong organization and time management skills.
  • Ability to read and understand federal and state regulations.
  • Ability to communicate clearly and concisely.
  • Possess diplomacy and excellent customer service skills.
  • Ability to prepare written reports and testify at administrative hearings.
  • Must have the ability to commute and utilize Phoenix office hoteling space as needed.
  • All work, including remote work, shall be performed within Arizona.
  • Must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Responsibilities

  • Perform audits of licensed dealer’s sales records of substantial complexity.
  • Inspect and review sales contracts, invoices, receipts, settlement statements, deposit receipts, lender documents, ledgers, client journals, and financial records of trust and escrow accounts.
  • Ensure licensee compliance with applicable statutes, rules, and procedures.
  • Determine evidence of completion of sales records.
  • Prepare monthly summary reports.
  • Maintain all audit records in electronic format as required by the Department’s retention schedule.
  • Compose comprehensive audit reports to the licensee documenting audit findings, including any violations.
  • Document violations by citing the specific statutory basis and clearly outlining necessary corrective actions.
  • Perform administrative tasks including planning and organizing a schedule of dealer audits, making phone calls, sending emails, and other communications to support scheduling audits, performing audits, and administrative orders.
  • May author administrative actions if audit violations warrant such action.
  • May require testimony in an administrative hearing and will be responsible to assist in the preparation for the administrative hearing.
  • Other duties as assigned.
