About The Position

The Office of Domestic Violence and Sex Offender Management (ODVSOM) is responsible for administering the Sex Offender Management Board (SOMB) and the Domestic Violence Offender Management Board (DVOMB). This position serves as the DVOMB and SOMB Data Collection Analyst, responsible for refining and implementing data collection plans. Duties include identifying data collection requirements, training providers, providing technical assistance, ensuring data integrity, and performing data analysis. The role will also involve developing a Phase II data collection process and coordinating with the existing ODVSOM Statistical Analyst. The work is accomplished through the development of public policy in a collaborative environment with criminal justice agencies, treatment professionals, crime victim serving agencies, human services agencies, and other allied professions, based on evolving research and promising practices.

Requirements

  • Six (6) years of relevant experience in statistical analysis that includes the use of a software platform used for editing, managing, and performing complex statistical analyses on data (R, SPSS, SAS, MS Access and MS Excel).
  • A Bachelor's degree or higher from an accredited college or university in applied statistics, statistical analysis, mathematics, economics, research design and methodology, public health, psychology, sociology, criminal justice or in a field that includes at least 6 credit hours of statistical coursework, AND Two (2) years of relevant experience in statistical analysis that included the use of a software platform used for editing, managing, and performing complex statistical analyses on data (R, SPSS, SAS, MS Access and MS Excel).
  • Must be a Colorado resident at the time of application.
  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and reference checking.

Nice To Haves

  • Experience querying, cleaning, and merging data from complex, multi-purpose databases and combining them with internal records or case management systems.
  • Experience troubleshooting system-level default data constraints is highly preferred.
  • Advanced applied knowledge of statistical methodology, including writing syntax and keeping audit logs in software such as R, SPSS, or SAS.
  • Proven track record of turning routine descriptive data into live, automated dashboards in Tableau or Google Looker Studio for non-technical executive audiences.
  • Strong research design competency, including direct experience with mixed-methods studies.
  • Ability to design and execute quantitative recidivism studies alongside the backend coordination, structural design, and objective facilitation of qualitative focus groups or semi-structured interviews designed to minimize data bias.
  • Ability to bring a nuanced understanding of cultural and community context to research design, analysis, and reporting.
  • Experience formatting extensive text-heavy documents, statistical tables, and high-level slide decks for digital accessibility compliance.
  • Experience utilizing specific accessibility checking tools to fix document errors efficiently is highly desirable.
  • Advanced theoretical and practical knowledge of evidence-based treatment, and specialized management frameworks for domestic violence and sexual offense cases.

Responsibilities

  • Develop and apply current, accepted, and proven research designs for statistical analysis.
  • Coordinate statewide data collection and perform statistical analysis of data regarding the evaluation, treatment, and polygraph assessment of adults and juveniles who have committed a sexual offense from approved providers.
  • Coordinate and collaborate with the Division’s Office of Research and Statistics (ORS) on research design, analysis, and shared projects.
  • Work with approved providers submitting data.
  • Work with an IRB as appropriate.
  • Create an assessment tool, collect data, manage data, analyze data, and interpret results.
  • Conduct ongoing literature and research reviews to maintain an expert level of understanding in sex offender and domestic violence offender management fields.
  • Periodically provide research findings to the SOMB, DVOMB, and ODVSOM staff.
  • Annually prepare written documents, including the Lifetime Supervision and Annual Legislative Reports, for submission to legislative committees.
  • Provide training, support, and technical assistance to approved evaluators, treatment providers, and polygraph examiners regarding ODVSOM data collection.
  • Conduct initial statewide training for over 400 approved providers and provide ongoing support and assistance on data collection requirements.
  • Refine and implement data collection plans for the DVOMB and SOMB.
  • Identify data collection requirements in conjunction with the DVOMB, SOMB, and ODVSOM.
  • Ensure the integrity of the data.
  • Perform data analysis.
  • Collaborate on the development of a Phase II data collection process, potentially including tracking clients over time and across providers.
  • Coordinate duties with the existing ODVSOM Statistical Analyst.
