The Ocean Safety Officer I is the entry-level class in the Ocean Safety Officer series and functions as a trainee in a planned ocean safety training program. The position assists with ocean rescues and emergency life support, learns and enforces rules governing beach activities and shore water usage, provides first aid, and performs related duties. Ocean Safety Officer I differs from Ocean Safety Officer II, which independently safeguards participants at an assigned beach area or station. The trainee attends orientation and training in ocean safety, rescue and life-support methods, first aid, enforcement procedures, and local ocean and beach conditions. The position may staff a lifeguard tower or patrol a beach area; assist with rescues, emergency care, and enforcement; warn the public about dangerous conditions; record beach attendance estimates; and participate in ocean safety education. The officer maintains assigned equipment and submits reports about rescues, accidents, and emergency measures. Applicants need education and experience substantially equivalent to high school graduation and a valid motor vehicle operator's license (Hawaii Type 3 or equivalent). Before completing probation, the employee must hold the specified current lifeguard, emergency medical responder, and CPR/AED or BLS certifications and maintain them thereafter. The work may involve an irregular schedule, including shifts, rotations, weekends, and holidays, and exposure to hazardous conditions. Employees must meet the health and physical condition standards needed to perform essential functions, with or without reasonable accommodation.
