About The Position

Lutheran Social Services of WI & Upper MI is seeking an Occupancy Specialist / Property Manager to join their Housing Team. This role will provide property management services for two properties: Cherry Creek in Harvey, Michigan, and Oakwood Village in Marquette, MI. The position is primarily Monday through Friday, 32 hours a week, first shift, with a somewhat flexible schedule and is benefit-eligible.

Requirements

  • Graduation from high school or GED equivalency.
  • Previous experience in property management and/or working with customers in a similar setting.
  • Strong administrative skills.
  • High attention to detail.
  • Valid driver's license and reliable transportation.
  • Satisfactory driving record per LSS Driver Safety Procedure.
  • Ability to meet LSS auto insurance requirements.
  • Must attend and pass the Certified Occupancy Specialist training as assigned.

Responsibilities

  • Serve as a representative of the agency and properties/programs to internal and external customers, establishing and maintaining appropriate relationships with stakeholders.
  • Manage tenant and stakeholder issues and concerns related to the property and tenant relations, working independently and with supervisory staff to address concerns consistently and timely.
  • Enforce lease requirements and project rules with supervisory assistance.
  • Collaborate with team members to support the Business Unit and Continuum of Care model.
  • Successfully complete HUD Certified Occupancy Specialist training as assigned.
  • Maintain working knowledge of HUD handbook(s) and implement requirements.
  • Market and promote projects to ensure occupancy rates meet or exceed budget.
  • Implement administrative rules for occupancy of projects.
  • Collect all payments, including security deposits, pet deposits, damage payments, and monthly rents.
  • Record all payments received and prepare accurate electronic monthly deposit reports, ensuring timely deposits.
  • Participate in credit card processing of payments following established protocols.
  • Receive, review, and provide feedback on monthly project financial reports, monitoring for accuracy of charges and income.
  • Communicate any discrepancies or areas of concern to supervisory staff.
  • Obtain, review, and submit documentation for tenant certifications, leases, etc., ensuring accuracy.
  • Match third-party verified data against EIV data, investigating and resolving discrepancies.
  • Maintain a complete and accurate waiting list compliant with HUD regulations.
  • Ensure individual and project compliance with Fair Housing laws and participate in annual training.
  • Ensure compliance with administrative rules for occupancy, including income limits, screening checks, and income targeting requirements.
  • Ensure complete and compliant tenant files meeting LSS and HUD standards/regulations.
  • Implement LSS, HUD, and municipal expectations for project curb appeal and facility standards, performing direct services such as snow removal, weed pulling, and trash pickup.
  • Work with maintenance and supervisory staff to identify areas needing correction and work within the annual budget to meet identified needs, making budgetary recommendations.
  • Provide direct building services such as vacuuming, dusting, window washing, and bathroom cleaning.
  • Clean and prep unit turnovers as assigned.
  • Purchase project supplies in accordance with agency and funder expectations, working with supervisory staff to ensure budget compliance.
  • Prepare for and participate in all facility compliance inspections (e.g., HUD, WHEDA, MMAM, REAC, city, state).
  • Conduct apartment inspections per identified program expectations.
  • Be responsible for on-call/after-hours communications regarding facility and/or resident issues, responding appropriately to emergency calls within prescribed timelines.
  • Conduct and/or arrange for all required facility testing (e.g., fire extinguisher, elevator, sprinkler system, smoke detector testing and battery replacement, fire inspections).
  • Complete background and credit checks as assigned.
  • Ensure quality programming through best practice standards and contract/licensing requirements.
  • Complete all assigned training in the prescribed timeframe and seek additional training opportunities.
  • Coordinate participation in training with supervisory staff for appropriateness and budget compliance.
  • Maintain MSDS book for each assigned project.
  • Perform other duties as required/assigned.
