About The Position

The North Carolina Department of Health and Human Services (DHHS) is seeking a Nurse Consultant I to license and certify healthcare providers and suppliers. This role involves conducting on-site surveys and in-office reviews of documentation to ensure compliance with State Licensure and Medicare/Medicaid reimbursement programs. The position provides regulatory oversight for various healthcare facilities including Acute Hospitals, Critical Access Hospitals, Psychiatric Hospitals, Abortion Clinics, Ambulatory Surgery Centers, Cardiac Rehabilitation Centers, End Stage Renal Disease Providers, Portable XRAY, Rural Health Clinics, Outpatient Rehabilitation Therapists, and Rehabilitation Facility. The Division of Health Service Regulation, where this position resides, is responsible for overseeing medical, mental health, and adult care facilities, as well as emergency medical services and local jails, ensuring the safety and appropriateness of care provided.

Requirements

  • Licensed to practice as a Registered Nurse in the State of North Carolina.
  • One year of experience in the area of specialization.
  • Intermediate computer skills: Windows XP Professional, MS Office Products, use of flash drive, data management using folders, import, export functions.
  • Ability to master new computer technology and complete work electronically.
  • Ability to document compliance information clearly and concisely using various technologies.

Nice To Haves

  • Basic knowledge of professional nursing principles and techniques, including the nursing process (assessment, planning, implementing and evaluation).
  • Knowledge of the area of professional training, principles and practices of health care organization and management.
  • Knowledge of state statutes, state licensure rules for regulated facilities and federal standards, regulations and policies required for participation in the Medicare/ Medicaid programs.

Responsibilities

  • License and certify healthcare providers and suppliers through on-site surveys or in-office documentation review.
  • Provide regulatory oversight of state-licensed and/or Medicare-certified providers.
  • Conduct standard surveys and complaint investigations to determine compliance with State Licensure and/or Federal Certification guidelines.
  • Assess and evaluate gathered information for compliance with applicable standards.
  • Interpret and apply rules, regulations, and policies to different situations and facilities.
  • Document compliance information clearly and concisely using various technologies.
