About The Position

We are seeking a collaborative leader to oversee specialized nursing services, guide clinical staff, strengthen community partnerships, and drive high-quality healthcare programs that support children and individuals with special health care needs.

Requirements

  • Current & valid license to practice professional nursing as Registered Nurse (i.e., R.N.) in Ohio as issued by Board of Nursing pursuant to Section 4723.03 of Revised Code.
  • 36 mos. relevant nursing exp. in community health/public health setting (e.g., home health, local health department, community health center, primary care clinic, rural health clinic).
  • Completion of undergraduate core program in nursing to include one course in community health nursing or public health nursing and training in research methodologies or equivalent.
  • 1 course or 3 mos. exp. in monitoring program budgets.
  • OR 2 yrs. exp. as Public Health Nurse Specialist, 65541.
  • OR 2 yrs. exp. as Medical Review Nurse, 65441.
  • Official educational transcripts are required for all post-high school educational accomplishments, coursework or degrees claimed on the application.
  • Applicants will be required to submit an official transcript prior to receiving a formal offer of employment.
  • Failure to provide transcripts within five (5) working days of being requested will cause the applicant to be eliminated from further consideration.
  • Please note that a transcript is considered "official" only if it is an original copy from the educational institution and includes an institutional watermark, ink stamp or embossed stamp.
  • Transcripts printed from the institution's website will not be accepted.
  • ODH reserves the right to assess the academic credibility of an educational entity's award of a putative degree.

Responsibilities

  • Lead and supervise nursing staff responsible for determining medical eligibility and authorizing specialized health care services.
  • Ensure programs comply with state and federal regulations, professional standards, and organizational policies.
  • Provide clinical direction and oversight for complex case review and treatment planning.
  • Provide technical assistance, policy guidance, and training to staff and healthcare partners.
  • Coordinate program operations, budgets, contracts, grants and special projects.
  • Manage grant activities, monitor budgets, and support initiatives that enhance healthcare services.
  • Develop new programs and delivery models to improve access and outcomes.
  • Interpret healthcare regulations and best practices to develop policies and operational procedures.
  • Ensure consistent application of program standards across staff, providers, and partner agencies.
  • Review legislative and regulatory changes and recommend program improvements.
  • Build and maintain relationships with local health departments, hospitals, physicians, providers and community organizations.
  • Coordinate interagency agreements and collaborate on statewide healthcare initiatives.
  • Represent the program on advisory groups, committees, and professional organizations.
  • Deliver presentations and educational materials to healthcare professionals and the public.
  • Respond to inquiries and serve as a subject matter expert on specialized public health programs.
  • Prepare reports, correspondence, presentations, and program documentation.
  • Analyze program data and provide recommendations to leadership for operational improvements.
  • Monitor budgets, contracts, grants and key performance measures.
