About The Position

Oversee all duties and responsibilities related to VDOT's NPDES Program related to its Municipal Separate Storm Sewer System (MS4) program and VDOT regulated land disturbances that are covered under the Virginia Pollutant Discharge Elimination System (VPDES) General Permit for Discharges of Stormwater from Construction Activities (Construction General Permit or CGP). Responsible for providing performing oversight MS4 and CGP inspections, giving technical engineering advice, consultant coordination, training of district and inter-departmental personnel, and participating in local watershed planning meetings as required. Provide technical advice, guidance and training regarding assigned engineering program areas. Prepare analyses, reports, and recommendations based on engineering determinations. Provide engineering support and consultation related to engineering program area. Effectively manage assigned projects to ensure timely and accurate completion. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. How you will contribute: Analysis and Technical Reporting: Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations. Communication: Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints. Contract Administration: Prepares, administers, enforces, evaluates, and monitors task order professional service contracts or agreements. Coordinates and reviews the work of outside consultants and contractors; reviews and recommends payments and billing for contracted services related to assigned projects; negotiates prices and schedules, as necessary. Develops, Conducts and Coordinates Training: Trains inter-divisional district personnel to perform their job duties and responsibilities under the MS4 and CGP programs. Coordinates the District's training efforts in the areas of MS4, Stormwater Management and Erosion and Sediment Control. Ensure that training materials are current with the applicable regulations and policies and coordinates training with various VDOT Divisions. Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations. Evaluation and Assessment: Evaluate implementation with regards to compliance and conformity with state and federal regulations related to erosion sediment control, stormwater management, and MS4. Communicate assessments to VDOT divisions and district program areas, residencies, and private sector to ensure goals and objectives are met. Evaluation to include inspection of select VDOT facilities, construction and maintenance projects. Investigate reported illicit discharges and provide corrective action. Evaluation to include review of program activities. Participates in the investigation of technical issues related to MS4, stormwater management, and sediment control design and construction issues, work orders and customer complaints. Liaison and Coordination: Assists Maint, Const, and Env Divisions with MS4 planning and implementation, as assigned including assistance with the Env Division’s TMDL Program to coordinate with District, Residency, and AHQ staff to develop, prepare, and recommend TMDL Action Plans. Communicates with other VDOT Divisions, Districts, Residencies and private sector to ensure compliance and conformity with State and Federal regulations regarding any and all issue related to MS4 Program. Operate on the authority and as a district representative of the CGP signatory, the State Location and Design Engineer. Inform statewide program management team of critical program delivery issues and concerns, implementation, and innovations. Assist the Assistant District Administrator for Preliminary Engineering and other appropriate District and CO staff to communicate the need of any action needed to effect compliance with established stormwater regulations and NPDES permits. Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline. Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status. Special Assignments: Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups. Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing. Technical Problem Solving: Provide technical assistance through application of sound engineering, decision making, and judgments to assist with MS4 implementation. Applies state and federal laws, rules, policies, and procedures in engineering and administrative matters, renders technical recommendations, assures adherence to schedules, budgets, and quality control standards through effective policies and procedures; provides technical guidance to various district work programs and monitors adherence to approved standards, procedures, and practices through field coordination, visitation, and consultation. Assist statewide program management team in developing and implementing new policies and procedures to improve MS4 compliance based on continuous reviews of activities and operations in order to increase production and achieve cost savings.

  • Demonstrates experience and a high level of skill in developing and delivering technical training related to MS4, stormwater management, SWPPP implementation and erosion and sediment control.
  • Knowledge engineering specifications and standards.
  • Knowledge of VDOT, state, and federal policies and procedures relating to transportation engineering.
  • Knowledge of project management procedures and principles.
  • Prepare budgets and cost estimates, and administers task order contracts and agreements.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Skill in the use of computers and software applications to include MS Office, project management and engineering software programs.
  • Understanding of Storm Water Pollution Prevention Plan development and implementation for construction projects and maintenance facilities.
  • Understanding of TMDL characterization, development and implementation.
  • Understanding of VDOT Road and Bridge Standards, VDOT Drainage Manual, and VDOT BMP Manual of Practice.
  • Understanding of good housekeeping pollution prevention techniques and methodologies.
  • Demonstrated experience in technical training related to MS4 and stormwater management issues.
  • Experience in MS4 program implementation, stormwater management design, erosion and sediment control inspection and engineering design, highway civil engineering, report writing.
  • Unless already certified, must obtain a VA DEQ Dual Combined Administrator certification within one year of employment.
  • Valid driver's license.
