About The Position

This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Division of Homeland Security and Emergency Management is a consolidated Emergency Management and Homeland Security team. The Division's mission is to lead and support Colorado’s efforts to prevent, protect, mitigate, respond to and recover from all-hazard events. The Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal. The Field Operations Section provides emergency management expertise across the five mission areas of prevention, protection, mitigation, response and recovery to counties and municipalities. The unit provides technical and programmatic emergency management assistance in support of State and Local homeland security and emergency management goals. This work unit assists counties and municipalities with all-hazards emergency operations plans, mitigation plans and community preparedness and resiliency plans. Field Operations assists communities and municipalities with training and exercises and emergency management professional development. This work unit coordinates and integrates the efforts of field representatives from other state agencies and departments. Field Services transmits local requirements to the Office of Emergency Management (OEM) and provides local situational understanding and awareness to OEM. During incidents, Field Operations serves as the OEM liaison to local emergency management agencies. Additionally, this work unit manages and oversees the five state all-hazards incident management teams and Auxiliary Communications Unit. It provides training opportunities to the teams and monitors team qualification and availability. The Field Manager provides technical emergency management assistance to local, State, and Tribal agencies across all phases of disaster response. This role focuses on strengthening regional capacity through the development of plans, training, and exercises for first responders and elected/appointed officials. Additionally, the Field Manager fosters interagency cooperation, integrates State and federal response activities with local authorities, and coordinates complex, multi-disciplinary efforts to address evolving security threats.

Requirements

Eight (8) years of professional experience in emergency management planning and response operations.
A Bachelor's degree and four (4) years of professional experience in emergency management planning and response operations.
A Master's Degree and two (2) years of professional experience in emergency management planning and response operations.
Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, reference checking, driving history.
Must be able to participate in State Emergency Operations Center (SEOC) during activations that may include during nights, weekends, and/or holidays.
Must be valid Colorado Driver's License.
Must be a Colorado resident at the time of application.
Must reside or live within 50 miles of Northwest region or relocate within a year of hire.

Responsibilities

Conduct recurring, in-depth on-site visits with assigned jurisdictions to oversee emergency management, mitigation, grants monitoring, and plan development.
Plan and implement regional forums for strategic, long-term, and contingency planning.
Provide technical assistance for all-hazard events to mitigate impacts on infrastructure, government services, and public safety.
Designate a single point of contact for incident management implementation.
Ensure all emergency response personnel receive appropriate training.
Coordinate response activities across all levels of personnel and neighboring jurisdictions.
Define specific organizational roles and responsibilities for all functions.
Coordinate and facilitate all-hazards emergency management exercises to validate plans and training.
Identify training needs and resource availability through mutual aid and inter-agency coordination.
Support the development of large-scale exercises (10+ jurisdictions, 50+ agencies, 300+ participants) ensuring compliance with federal (NIMS) standards.
Provide technical assistance to EMPG-recipient jurisdictions for contract compliance and financial/program reporting.
Work with jurisdictions to develop and upgrade local emergency operations plans.
Implement agency participation in the State Resource Inventory and Status System (WebEOC/Connect Colorado) and mutual aid agreements.
Identify additional grant assistance sources to support local and regional capacity-building.
Present training courses and education forums for first responders and local elected officials.
Develop curriculum, provide classroom instruction, and evaluate content for future revisions.
Maintain subject matter expertise in the Incident Command System (ICS) and Emergency Management Assistance Compact (EMAC).
Obtain and maintain credentials for instructing all-hazards emergency management, homeland security, and federal compliance courses.
Assist in the development and updates of hazard analyses, including assessments of vulnerable populations and local resource capabilities.
Support efforts to assess terrorism threats and risks to critical infrastructure and key assets.
Maintain 24/7 situational awareness of area incidents and serve as duty officer when required.
Coordinate with emergency management stakeholders (health, law enforcement, fire, medical, etc.) and non-traditional disciplines (agriculture, utilities).
Integrate response activities with State Departments and federal agencies.
Serve as the agency representative between the response management structure and the State EOC during activations.
Provide expertise on local assets, geographic information, and state/federal resources.
When designated as the Field Incident Coordinating Officer (FICO), extend the authority of the Director of the Office of Emergency Management.
Manage disaster-related activities to maximize resource utilization and increase local emergency response capability.
