About The Position

Under the direction of the Director of CPS Regional Contracts, this position performs advanced managerial work administering the daily operations and activities of statewide Child Protective Services (CPS) Contracts for direct client services and support services for assigned Texas regions. This work involves establishing goals and objectives; developing guidelines and procedures; developing schedules, priorities, and standards for effective, efficient and accountable management of contracts. Ensures proper planning, assignment, and supervision of staff assignments and work schedules. Establishes priorities, standards and processes for evaluating contractor progress in meeting state and federal standards, rules, laws and guidelines. Oversees monitoring, management reviews, quality control reviewing, contract monitoring, and project implementation and monitoring. Ensure data analysis, reporting and follow up in evaluating contractor performance and establishes corrective action plans that result in compliance with contractual obligations. Communicates effectively verbally and in writing, by providing information, making presentations and collaborating with internal and external customers. Works under limited direction with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of office management, personnel management, and fiscal procedures
  • Knowledge of related state and federal laws, regulations, policies, rules and requirements related to regional client services and contracts management.
  • Knowledge of Texas legislative process and public accountability systems
  • Knowledge of strategic planning, budget management, human resource management, project management and conflict resolution
  • Skills in managing complex information used to manage health and human services contracts
  • Skill in applying process improvement procedures to execute and manage health & human services contracts
  • Skill in communicating effectively verbally
  • Skill in advanced business writing and composition
  • Skill in analysis, reporting, and interpretation of complex data sets

  • Skill in identifying problems, evaluating alternatives, and negotiating and implementing solutions with contractors of large public health and human service programs

  • CTCM is required
  • Graduation from an accredited four- year college or university.
  • Four years’ full-time experience in contract-management, procurement, auditing, social services or a related field.
  • Work experience may be substituted for education on a year-for-year basis.

Responsibilities

  • Manages the contract management day-to-day activities of contract managers and contract technicians for a large variety of direct client and support services contracts. (20%)
  • Establishes goals to ensure proper planning, assignment, and supervision of staff assignments and work schedules. (20%).
  • Establishes priorities, standards and processes for evaluating contractor progress in meeting state and federal standards, rules, laws and guidelines and implements procedures for improving contractor performance. (15%)
  • Acts as a liaison between the agency and purchasing authorities by coordinating procurement planning and the contract development team activities. (10%)
  • Represents regional contracts by providing information, creating and conducting presentations, and collaborating with internal and external customers. (15%)
  • Facilitates and evaluates data in order to perform quality assurance of the accuracy and completeness of contract and contractor data reported in the official contract repository. (10%)
  • The primary subject matter expert for agency projects involving contracted services. This position is responsible for representing CPS Regional Contracts on cross-divisional projects. (10%)
