About The Position

SeamonWhiteside is seeking an experienced, entrepreneurial, and technically strong professional to serve as the North Carolina Regional Water Team Leader. This role will lead the growth, delivery, and quality of SW+ drinking water and wastewater services across North Carolina, including water distribution, wastewater collection, pump stations, force mains, utility planning, rehabilitation, capacity evaluations, permitting, funding support, and related public and private sector infrastructure services. The ideal candidate is a proven water and wastewater leader with strong technical judgment, client relationship skills, business development experience, and the ability to mentor and grow a high-performing regional team. This position will be accountable for building market presence, developing utility-focused client relationships, managing project delivery, supporting team development, and advancing SW+ standards, culture, and profitability within the North Carolina drinking water and wastewater practice.

Requirements

• Bachelor’s degree in Civil Engineering, Environmental Engineering, Biosystems Engineering, Water Resources Engineering, or a closely related field.
• Professional Engineer (PE) license, preferably in North Carolina, or ability to obtain North Carolina licensure within an agreed timeframe.
• 10 or more years of progressively responsible drinking water and wastewater engineering experience, preferably with a consulting engineering, municipal utility, or infrastructure design firm.
• Demonstrated experience leading projects, managing clients, developing scopes and budgets, and delivering quality technical work.
• Strong understanding of North Carolina drinking water, wastewater, utility permitting, public infrastructure funding, and applicable state and federal regulatory requirements.
• Experience mentoring technical staff and coordinating multidisciplinary project teams.
• Excellent written, verbal, organizational, and client-facing communication skills.
• Ability to balance technical leadership, business development, project management, and team leadership responsibilities.

Nice To Haves

• Master’s degree in civil, environmental, water resources, or related engineering discipline.
• Existing relationships with North Carolina municipalities, counties, public utilities, state agencies, developers, higher education institutions, or infrastructure funding partners.
• Experience with water and wastewater master planning, utility asset management, distribution and collection system modeling, pump station design, force mains, treatment facility support, utility rehabilitation, inflow and infiltration reduction, or capital improvement planning.
• Familiarity with common utility planning, modeling, and design tools such as GIS platforms, WaterCAD, SewerCAD, InfoWater, InfoWorks ICM, Civil 3D, hydraulic modeling software, or similar applications.
• Experience building or scaling a service line, regional practice, or technical team.

Responsibilities

• Lead and grow SW+ drinking water and wastewater services across North Carolina, with emphasis on client service, technical excellence, quality control, team development, and profitable project delivery.
• Develop and maintain relationships with municipal, county, state, institutional, and private sector clients, as well as strategic partners and teaming firms.
• Identify, pursue, and support new business opportunities, including proposals, scopes, fee development, interviews, and client presentations.
• Serve as principal-in-charge, senior project manager, or technical advisor for drinking water and wastewater infrastructure projects, as appropriate.
• Oversee planning, design, permitting, bidding, and construction-phase services for water distribution systems, wastewater collection systems, pump stations, force mains, utility relocations, rehabilitation projects, and related treatment or conveyance improvements.
• Support utility master planning, condition assessments, hydraulic modeling, inflow and infiltration evaluations, capacity studies, asset management, capital improvement planning, and funding or grant application efforts.
• Coordinate with SW+ civil engineering, landscape architecture, planning, surveying, and construction administration teams to deliver integrated site design solutions.
• Mentor project managers, engineers, designers, and emerging leaders; support recruiting, onboarding, training, career development, and performance feedback.
• Promote consistent use of SW+ standards, tools, workflows, quality processes, and project management practices.
• Monitor team workload, staffing needs, project financial performance, schedules, risk, and client satisfaction.
• Represent SW+ in professional organizations, conferences, community engagement efforts, and industry events across North Carolina.
