About The Position

This position manages the operations and configuration of network server hardware, operating systems, and communications links in a multiple operating system environment. The role ensures the security and integrity of the Court’s Information Technology (IT) resources and provides technical support for users, hardware, equipment, and software applications. The Network Systems Administrator responds to service requests, provides technical support and training, reviews utilization trends, resolves operational issues, and performs system backups. They establish and maintain network users, user environments, directories, and security systems, and install/configure network hardware, software, communication links, and upgrades. The position involves preparing and updating technical documentation, monitoring network operations, identifying and assessing hardware/software needs, and recommending improvements. Responsibilities also include managing the Court’s tracking database and integrated network, monitoring network environment, access, security, functionality, and utilization, and resolving related issues to ensure optimal network performance, system integrity, and maximum uptime. The role involves gathering and analyzing operational data, compiling reports, and assisting with the development and implementation of cost-effective strategies for IT acquisition, support, security, and procedures. Effective communication of network issues and strategies, coordination with other departments, and inspection/upgrading of physical wiring and component connectivity are also key. The position requires compliance with Court equipment, safety policies, and OSHA regulations, and coordination of overall computer operations. The administrator will respond to user inquiries regarding network resources and software operation, review IT needs, services, and programs, and identify potential improvements. This includes developing and writing program specifications, converting designs into programming specifications, writing and modifying computer programs, and performing application programming tests. Debugging, testing logic, operation, and output, assisting in file structure design, analyzing existing programs for modifications, and preparing concept design specifications are also part of the role. The position may involve travel to different court departments for training and technical assistance.

Requirements

  • Bachelor’s degree in Computer Science, Computer Information Systems, or a closely related field; AND one year experience as an applications programmer, systems programmer and/or programmer/analyst or closely related duties; OR, three years of progressively responsible experience in programming, systems analysis, computer applications, network and database administration, and customer support functions; OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
  • Pass criminal background checks.
  • Knowledge of applicable State of Arizona statutes, rules, administrative orders, policies and procedures.
  • Knowledge of applicable Federal rules and requirements.
  • Knowledge of Yuma County and Superior Court policies and procedures.
  • Knowledge of Superior Court in Yuma County- Rules of the Judicial Merit System and the Code of Conduct for Judicial Employees.
  • Knowledge of network hardware and software troubleshooting techniques.
  • Knowledge of principles of system development and systems integration.
  • Knowledge of principles and practices of network administration, system access and security guidelines.
  • Knowledge of management principles of network operating domains and technical support functions.
  • Knowledge of capabilities, limitations, and functional applications of data processing methods and equipment.
  • Knowledge of systems analysis, development, planning, and documentation methods and standards.
  • Knowledge of data base organization, access, and retrieval techniques.
  • Knowledge of legal terminology, court operations and procedures.
