About The Position

The City of Concord is seeking an experienced IT professional to fill a Network Manager vacancy in the Information Technology Department. This department's mission is to ensure Concord’s technology portfolio provides the appropriate tools for delivering high-quality services consistently and sustainably. The Network Manager will be a key contributor, providing high-quality support and coordination with all City business units, including the Police Department, and will utilize extensive knowledge of IT security concepts and controls to protect the City's IT investments and data. The Network Manager will lead and manage enterprise-wide IT systems, cybersecurity, and digital transformation initiatives for the City’s centralized and distributed computing environments. They will oversee the design, implementation, and optimization of cloud-based infrastructure, data governance, and AI-enhanced services. This position acts as a strategic advisor and project manager for high-impact technology initiatives aligned with the City’s IT Strategic Plan and Capital Improvement Program (CIP), and champions innovation, equity, and customer-centric digital services in support of the City’s Mission, Vision, and Values.

Requirements

  • Possession of a Bachelor's Degree in Computer Science, or a related field.
  • Five years of increasingly responsible experience in computer operating system administration and network design and administration.
  • Experience in providing outstanding customer service to both internal and external customers.
  • Collaborative team player.
  • Excellent verbal and written communication skills.
  • VMware, Cisco, HP/Dell server experience.
  • Extensive knowledge of IT security concepts and controls.
  • Able to use good judgement, think analytically, and make sound recommendations.
  • Experience managing a budget.
  • Embraces and embodies the City's Mission, Vision and Values.
  • A California Driver's License and a satisfactory driving record are conditions of initial and continued employment.

  • Knowledge of patterns and trends associated with operating system design and administration, including hardware and software design, development, and procurement for local and wide area networks.

Responsibilities

  • Supervises and performs activities related to systems analysis and programming operations for centralized and networked computing systems; coordinates system installations, upgrades, and maintenance; assures the development, procurement, and/or adaptation of operating systems hardware and software.
  • Serves as system administrator; analyzes requirements and designs/modifies wide area and local area computer network systems; oversees network administration; monitors systems to assure proper operations; assures maintenance of computer system inventory; generates computer reports; adds/deletes users; schedules backups.
  • Confers with departments to determine system functions and desired results; analyzes departments' system and program problems and changes in requirements; identifies and recommends modifications.
  • Develops, interprets, and implements policies, procedures, and division directives; informs and trains users regarding the features, functions, and capabilities of computer systems.
  • Oversees a technical support station, which receives, logs, and responds to service, maintenance, and/or assistance requests regarding operating and network systems.
  • Supports the preparation of RFP packages for computer systems and related equipment, devices, and services; coordinates maintenance and repairs; reconciles and approves invoices for payment.
  • Attends a variety of meetings; conducts special projects.
  • Acts as program/project manager as assigned.
  • Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the vision and values adopted by the City in its Mission Statement.
  • Performs other work as assigned.
