About The Position

Hydro One is seeking a Network Management Engineer to conduct operations research, technical/economic/environmental/business/regulatory impact assessments, and other specialized studies to determine system needs. The role involves analyzing problems, developing strategies, and facilitating solution delivery through suppliers. The engineer will participate in the development of programs, processes, standards, and procedures related to transmission/distribution asset management. Responsibilities include monitoring and controlling major programs and complex projects, coordinating with service providers, preparing business cases, and representing the unit in negotiations with customers, stakeholders, and suppliers. The position also requires maintaining awareness of advancing technology and providing technical guidance to others.

Requirements

  • Requires knowledge of engineering science and business administration of project management, electrical power systems and equipment relating to transmission/distribution assets, mathematics, information technology, analytical studies related to the application, design and performance of the transmission/distribution system.
  • Requires a knowledge of economics to carry out economic evaluations and to compare alternatives and assess results.
  • Requires knowledge of technical writing for the preparation of contract documents, Scopes of Work, presentations and technical reports and specifications.
  • Requires incumbents to possess their Professional Engineering Ontario (PEO) License (P.ENG License) and seal to approve engineering work done by themselves or others.
  • Requires experience of the electrical power system operational and business requirements, policies, practices and procedures governing transmission/distribution assets.
  • Requires a broad experience related to the design, performance, commissioning, operation, and maintenance of transmission/distribution assets.
  • Requires experience in project management, including scoping, estimating, scheduling, execution planning, project monitoring and redirection and change management.
  • Requires specific experience as applicable to the particular specialty of the group.
  • Requires utility experience to be familiar with the construction, operation and maintenance of power systems dealing with customers and suppliers.
  • Requires experience with corporate financial business and regulatory policies.
  • Requires experience to be familiar with the application of information technology to management control systems.
  • Requires experience to be familiar with the business and regulatory processes and procedures to a regulated utility.
  • Requires experience to be familiar with the development and organization of methods and work.
  • Requires experience to be familiar with the scope and responsibilities of the position, transmission and distribution facilities, organization and operation of related work groups, division of authority relative to the giving of advice and public participation programs.

  • This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years).

Responsibilities

  • Conduct operations research, technical/economic/environmental/business/regulatory impact assessments, and other specialized technical/business studies to determine transmission/distribution customer/system needs; analyze problems, develop strategies, alternatives and preferred solution; and facilitate delivery of solution through suppliers and service providers.
  • Monitor, control and redirect major programs and complex projects during the execution phase.
  • Co-ordinate activities with Service Providers and stakeholders.
  • Resolve issues through negotiation with the Service Provider and customer.
  • Prepare comprehensive reports and specifications, and present recommendations to resolve issues, producing necessary documentation, as necessary.
  • Participate in the development, definition and preparation of programs, processes, technical/operational/business standards, procedures or methods, including risk management and costing, related to the management of transmission/distribution assets.
  • Provide guidance to and work with, other interested groups in the implementation of recommendations.
  • Participate in the preparation of business cases for the management of transmission/distribution assets.
  • Be responsible for the preparation of contract specifications and awards and provide necessary technical direction to service providers.
  • Monitor service provider performance, provide redirection as required, and authorize payment.
  • Represent the unit on discussions and negotiation with customers, stakeholders and suppliers.
  • Be a technical resource and consultant on transmission/distribution asset management matters.
  • Promote acceptance to corporate proposals and generally work to ally fears, overcome resistance and otherwise contribute towards securing, protecting and advancing objectives.
  • Liaise with other internal work groups, divisions and outside interests.
  • Contribute to the development of the business plan and regulatory submissions.
  • Maintain an awareness of advancing technology developments in business/transmission/distribution equipment and systems.
  • Work with Service Providers to ensure capabilities to perform required works, negotiate contracts and performance initiatives, monitor and redirect work as required, and provide and evaluation of the contracting process for continuous improvement.
  • Provide technical guidance to others as required, assist in resolution of work problems and train new staff in job responsibilities.
  • Perform other duties as required.
