About The Position

Zayo is seeking a Network Construction Manager to provide end-to-end customer support and lead the planning and implementation of fiber connectivity solutions. The role manages customer orders and service requests, coordinates installations, and serves as the post-sale single point of contact, providing project ownership, direction, execution, and communication. The position serves Pennsylvania and parts of Maryland, with some travel to the region and required driving to assigned projects. It involves managing construction and engineering vendors, permits, budgets, procurement, and project documentation; building commercial and carrier fiber networks; and coordinating with customers, subcontractors, jurisdictions, and internal teams. The role also works in data center environments on customer installation projects and services and may require on-call duty as assigned.

Requirements

At least seven years of telecommunications industry experience, including outside plant, fiber optics, telecommunications architectures, optical transport equipment, and project management.
Working knowledge of structured cabling, routing, switching, and IP protocols.
At least four years of familiarity with all types of outside plant construction and experience managing large capital projects.
Familiarity with email, MS Excel, Word, Google Earth, and AutoCAD.
Ability to manage multiple aggressive RFP and design-construction schedules and responses.
Ability to understand and read construction documents.
Familiarity with all facets of OSP management, including quoting, construction, and delivery.
Proven negotiation skills.
Business-minded approach and ability to maintain a commercial focus.
Valid driver's license and ability to drive as required to assigned projects.
Ability and willingness to perform on-call duty when assigned.

Responsibilities

Manage construction vendors daily to expedite construction and splicing of outside plant (OSP) facilities.
Manage relationships with jurisdictions and right-of-way contacts, including cities, counties, and railroads, and work with the underlying rights group on encroachment permits, franchise agreements, and building access agreements.
Oversee timely permitting submissions and the on-time performance of engineering and construction vendors.
Assist with planning and implementing fiber connectivity programs and projects in accordance with approved plans, budgets, and schedules.
Provide specialized telecommunications technical expertise.
Coordinate internal and external resources to ensure timely project completion.
Oversee the products, services, activities, policies, procedures, controls, and services of managed units as required to support the company's financial, operational, and competitive position.
Design and implement commercial and carrier fiber networks, infrastructure, backbone, and lateral builds.
Implement customer installation projects and services in data center environments.
Create and track project budgets in coordination with Network Operations.
Interface directly with customers, subcontractors, jurisdictional authorities, and interoffice personnel; support customer meetings, including in-person meetings and travel to client or construction sites.
Oversee procurement of equipment and materials for assigned projects.
Execute the bid process, including budget requirements and tracking.
Verify and update project documentation.
Track project progress and budgets in Salesforce and a manual tracker.
Update budget requests, purchase orders, project closeouts, and internal service orders in Salesforce in a timely manner.
Drive to assigned projects, conduct on-site surveys, and attend field meetings to help ensure delivery commitments are met.
Meet occasionally with municipalities and vendors to review project scope and maintain positive communication.
Perform on-call duty when assigned, as dictated by business needs.
