About The Position

Monterey One Water is seeking an experienced Network Analyst with strong technical skills, attention to detail, excellent communication abilities, and a collaborative spirit. The ideal candidate will possess a high level of integrity and thrive in a fast-paced environment. This role involves performing responsible technical duties related to network security, hardware, and software, with a focus on both IT and Operational Technology (OT) systems. Responsibilities include the installation, design, and maintenance of OT systems, as well as supporting network infrastructure, telemetry, radio communications, wireless networks, virtual server infrastructure, VPN technology, video surveillance, routers, switches, firewalls, endpoint protection, vulnerability assessment, monitoring, and security awareness training.

Requirements

  • Equivalent to the completion of a bachelor’s degree in computer science, information systems or a closely related field.
  • Four (4) years of responsible professional experience performing networking or system administration.
  • Knowledge of general database administration.
  • Knowledge of Office 365 software suite.
  • Knowledge of radio telemetry systems.
  • Knowledge of Microsoft Active Directory structure and functions.
  • Knowledge of Windows Server Remote Desktop Services and thin client functionality.
  • Knowledge of Microsoft Windows Server and Windows client operating systems.
  • Knowledge of modern office equipment and procedures.
  • Knowledge of Nutanix AHV, Prism Element, and Prism Central systems.
  • Knowledge of diverse network equipment operation of routers, switches, and network operating systems including FortiOS and Fortinet infrastructure applications.
  • Knowledge of Rockwell FactoryTalk SE server infrastructure and operation.
  • Knowledge of OT specific network protocols such as Ethernet/IP and Modbus TCP.
  • Knowledge of best practice designs for core, distribution, and access layer network architectures.
  • Knowledge of principles and techniques of various Internet and data communication systems.
  • Knowledge of next generation anti-virus systems and OT Network Detection and Response (NDR) Platforms.
  • Knowledge of Internet security practices and standards.
  • Ability to pass Agency physical examination, including pre-employment assessment of safe work capacity in comparison to the essential job functions for the position.
  • Ability to inspect, monitor, troubleshoot, diagnose, and take appropriate corrective action to resolve failures and faults involving physical servers, virtual servers, network infrastructure, network appliances, operating systems, virtualization platforms, and associated hardware and software.
  • Ability to perform a variety of specialized work assignments requiring knowledge of computer software and hardware, electrical, and electronic systems specific to wastewater collection system, pump, and treatment facilities.
  • Ability to provide exceptional customer service and solid troubleshooting.
  • Ability to work well in a team environment and under minimal supervision.
  • Ability to perform professional work in support of the Agency's communications network infrastructure, hardware and software, and databases.
  • Ability to analyze, diagnose, maintain, and troubleshoot operating, database, cell, radio, and network systems.
  • Ability to diagnose and repair or instruct users in resolving hardware and software problems.
  • Ability to use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Ability to work collaboratively in a team environment including ability to accept constructive feedback from co-workers.
  • Ability to operate modern office equipment including computer equipment and specialized software application programs.
  • Ability to use English effectively to communicate in person, over the telephone, and in writing.
  • Ability to establish, maintain, and foster effective working relationships with those contacted in the course of the work.
  • Ability to work weekends, evenings or on standby, as required.
  • Possession of a valid California Motor Vehicle Driver’s license and be insurable with the Agency’s insurance at the standard rate, and continue to meet the established driving standards as a condition of employment for this position.
  • Persons employed in this classification are required to participate in Agency provided training to acquire basic First Aid and Cardiopulmonary Resuscitation (CPR) certificates during the initial 12 months of employment.

Nice To Haves

  • Cisco Certified Networking Associate CCNA or Fortinet Certified Professional (FCP) certification is desirable.

Responsibilities

  • Monitor network activity, identifying performance and availability issues.
  • Implement network hardening techniques.
  • Manage, configure, and troubleshoot network infrastructure.
  • Monitor and analyze security components including endpoint, network, IoT, firewall and active directory policies.
  • Provide technical support for the Agency’s OT networks including router, switches, and wireless equipment.
  • Support and troubleshoot OT client/server systems, databases, and networks; perform basic diagnostic testing; analyze root cause of problem and develop long-term solutions; identify and report network problems to the proper network areas.
  • Install virtual machines and assign IP addresses.
  • Perform network monitoring and evaluate the quality of service and provide updates to the SCADA Team and the SCADA Manager.
  • Install and configure servers and client computers, printers, and peripherals such as scanners and cameras; install and support various software and train staff in the use of hardware and software.
  • Create Standard Operating Procedures (SOPs) for all network processes.
  • Monitor and perform minor changes to firewall.
  • Provide technical support in vendor request for information (RFI), diagnosing and solving problems by email, telephone or remote access.
  • Participate in SCADA systems Cybersecurity Incident Response Plan.
  • Perform other job-related duties as assigned.
