About The Position

The Washington State Department of Corrections (DOC) is seeking a .NET Solutions Architect to support the .Net Unit and lead the development of enterprise technology solutions that advance the agency’s mission of improving public safety by positively changing lives. In this role, you will bridge the gap between business needs and technology solutions by designing and implementing scalable, secure, and highly available systems. You will evaluate program and business requirements, identify the most effective technical solutions, and communicate architectural strategies and recommendations to stakeholders and executive leadership. Working closely with product owners and project teams, you will guide the planning and execution of initiatives that enhance operational effectiveness and support long-term modernization efforts. As a technical leader, you will ensure that the technology supporting DOC’s data systems remains stable, well-designed, and aligned with industry best practices. Through the maintenance, implementation, and support of highly available infrastructure, you will play a critical role in strengthening core correctional operations, improving business performance, and delivering innovative solutions that position the agency for future success.

Requirements

  • High school diploma AND Fourteen (14) years of progressive technical and leadership experience in a related IT discipline OR Bachelor’s degree in a relevant field from an accredited university AND Ten (10) years of progressive technical and leadership experience in a related IT discipline
  • Five years (5) experience working in a complex/enterprise IT environment across multiple disciplines (IT Security, software development, network engineering, application security, database, risk management, project management, etc.)
  • Two (2) years’ experience in designing solutions in cloud and hybrid cloud environments to meet business needs
  • Five (5) years as a .Net developer
  • Two (2) years’ experience in articulating business risks of technical issues to non-technical personnel
  • Demonstrated ability to bridge the gap between waterfall and agile methodologies
  • Two (2) years of experience delivering solutions in complex business environments including technical aspects of M&O planning, release coordination, and managing stabilization
  • Demonstrated ability to understand and create low-level roadmaps with business leadership to help set requirements' context and strategic direction

Nice To Haves

  • Two years’ experience in supervising or leading application developers
  • Training, experience, or certifications in Microsoft & Cloud technologies, such as: Azure Microsoft 365 SharePoint Microsoft Security & Identity Management Microsoft Mobile Device & Workstation Management and Compliance
  • Knowledge of IT Architectural frameworks like TOGAF and Zachman

Responsibilities

  • Working with Product Line Owners (PLO’s) to define the vision and requirements for solutions within the .Net unit to include: Recommending options, facilitating solution selection processes, and oversight of technical implementation
  • Converting business and technical requirements into new technology solutions
  • Articulating complex technical decisions, constraints, and opportunities to a non-technical audience
  • Identifying customer requirements, analyzes alternatives, and produces product recommendations related to software, platform and system configurations
  • Collaborating with business areas and technical teams to ensure proposed solutions include technical requirements that accurately address business needs
  • Creating roadmaps that link outcomes, capabilities (business and technical), and processes to schedule and resources
  • Working with Enterprise Architecture and Ops leadership to ensure all relevant stakeholders are represented in decision process
  • Reviewing product life cycle initiatives and projects to ensure alignment with industry standards and best practices for solution architecture
  • Identifying architectural solutions to business needs, addressing gaps in .Net functionality, and ensuring solutions adhere to industry standards and best practices which could look like: Leading discussions with technical teams, subject matter experts, and vendors to identify sustainable solutions to gaps in .Net applications
  • Developing solutions intended to support program investment decisions, maintaining appropriate balance between costs, risks and quality of the solution
  • Engaging with enterprise IT governance to shape agency architectural standards and facilitate program alignment
  • Supervising .Net developers and cultivate platform technical expertise within DOC.
