About The Position

Reporting to the Head of Operations Engineering, the NERC Compliance Engineer provides technical expertise supporting electrical regulatory compliance across Clearway’s battery energy storage, solar, and wind generating facilities. The role is the primary technical liaison between the Electrical Regulatory Compliance (ERC) team and Power Systems Engineering, translating NERC Reliability Standards into engineering actions and helping ensure plant designs, settings, and operating practices remain compliant. It focuses on NERC PRC, FAC, and MOD standards related to plant design and performance. The position requires familiarity with power-system modeling concepts to interpret and coordinate on Engineering’s modeling results, but does not perform modeling directly. The role is based in Scottsdale, Arizona, primarily in an office, with in-office days Tuesday through Thursday and occasional generating-site travel expected to be no more than 10% of the time. The engineer manages the technical compliance lifecycle—including monitoring, evaluation, and evidence management—for applicable NERC standards, including standards concerning generating-unit capabilities, protection coordination, disturbance monitoring, inverter-based-resource performance, facility ratings, and model verification and data reporting. The role coordinates with the ERC team, Power Systems Engineering, plant operations, asset management, and project engineering; provides technical evaluations and engineering reviews; supports ISO, Transmission Operator, and NERC Regional Entity requests and engagements; and maintains accurate, audit-ready documentation and reporting. PRC-004 and PRC-005 are outside this role’s scope and are managed by ERC, MV&HV Engineering, and Plant staff. The position requires a bachelor’s degree in Electrical Engineering, Power Engineering, or a related discipline and at least five years of relevant experience in power generation, transmission, or distribution. Prior NERC Reliability Standards compliance experience is strongly preferred, and a Professional Engineer license is a plus but not required. The role is eligible for an annual cash bonus subject to personal and company performance goals. The advertised salary range across U.S. locations is $105,000–$127,000.

Requirements

  • Bachelor’s degree in Electrical Engineering, Power Engineering, or a related discipline.
  • At least five years of relevant experience in the power generation, transmission, or distribution sectors.
  • Strong understanding of electrical power management and distribution.
  • Knowledge of reactive power and load-flow analysis concepts.
  • Working understanding of power-system modeling concepts and tools, such as PSS/E, PSLF, and PSCAD, sufficient to interpret Engineering outputs and coordinate effectively; direct modeling is not part of the role.
  • Familiarity with inverter-based-resource technology and performance characteristics, including solar, wind, and battery energy storage.
  • Ability to read and interpret electrical drawings, technical manuals, and test reports.
  • Ability to function effectively as a team member and/or leader.
  • Ability to maintain a professional, positive company image and strong relationships with owners, customers, and external contractors.
  • Effective verbal and written communication skills, including translating technical details for non-technical audiences.
  • Availability to work flexible hours as business needs require.

Nice To Haves

  • Prior experience with NERC Reliability Standards compliance is strongly preferred.
  • Professional Engineer (PE) license is a plus but not required.

Responsibilities

  • Serve as the primary technical liaison between the ERC team and Power Systems Engineering, managing regulatory requirements and audit-ready compliance evidence.
  • Partner with plant operations, asset management, and project engineering to incorporate NERC obligations into plant design, commissioning, and ongoing operations.
  • Represent Operations Engineering in cross-functional compliance meetings, internal audits, and NERC Regional Entity engagements.
  • Escalate identified compliance risks and engineering gaps to ERC and Operations Engineering leadership in a timely manner.
  • Manage monitoring, evaluation, and evidence for applicable NERC PRC, FAC, and MOD Reliability Standards related to plant design and performance.
  • Provide NERC technical evaluations and engineering reviews needed for generating sites to achieve and maintain compliance.
  • Interpret Power Systems Engineering modeling outputs and coordinate with Engineering on results; do not perform modeling directly.
  • Coordinate with Engineering and Plant staff to monitor inverter-based-resource ride-through performance and support post-disturbance event mitigation under PRC-029 and PRC-030.
  • Provide technical support and management of power-engineering requirements from ISOs and Transmission Operators, including Texas RE, CAISO, and ISO-NE.
  • Support responses to information requests from ISOs, TOPs, and NERC Regional Entities.
  • Support NERC compliance audits, self-certifications, self-reports, and mitigation plans in coordination with ERC.
  • Maintain accurate, audit-ready technical documentation and evidence in coordination with the ERC evidence-retention process.
  • Track compliance deadlines, filing requirements, and evaluation schedules jointly with ERC.
  • Prepare technical summaries and status reports for Operations Engineering and ERC leadership.
