About The Position

KFS, LLC is seeking a National Environmental Policy Act (NEPA) Specialist to support environmental compliance and planning efforts. The NEPA Specialist will assist project managers and senior environmental professionals in creating Environmental Assessments, Environmental Impact Statements, and other environmental planning and compliance documents. This role supports an environmental program for numerous Department of Defense services, focusing on environmental compliance and NEPA projects. The position involves a range of duties including environmental reviews, project scope and alternative development, field investigations, planning, cost estimating, problem resolution, and project scheduling. The specialist will conduct environmental research, data collection, and analysis for NEPA and other environmental compliance needs, and provide technical support for troubleshooting and consultations to clients and interdisciplinary teams. Responsibilities also include preparing and reviewing technical studies, reports, environmental analyses, and NEPA documents, as well as collaborating with various stakeholders to resolve environmental compliance issues. The role requires assessing project impacts, best management practices, mitigation measures, and necessary studies, consultations, permitting, costs, and timelines. The specialist will prepare descriptions of proposed actions, alternatives, affected environments, environmental consequences, cumulative effects, and mitigation measures, ensuring compliance with NEPA and other relevant laws, regulations, and policies. Additionally, the role involves preparing NEPA documents, technical memoranda, meeting materials, and correspondence with agencies, supporting agency coordination, public involvement, and stakeholder engagement. Organizing and maintaining project files and providing regular updates on project status are also key aspects of the role. Travel, including potential overnight stays, may be required for up to four weeks per year.

Requirements

  • Bachelor’s degree in environmental science, environmental planning, natural resources, biology, ecology, geography, engineering, public policy, or a related field.
  • Minimum of 2 to 5 years of experience supporting NEPA, environmental planning, environmental compliance, or related projects.
  • Experience preparing or contributing to Environmental Assessments, Environmental Impact Statements, Records of Environmental Consideration, technical memoranda, or supporting environmental studies.
  • Working knowledge of NEPA, Council on Environmental Quality regulations, and applicable federal, state, and local environmental requirements.
  • Ability to conduct environmental research, collect and evaluate technical information, and prepare clear and accurate written analyses.
  • Experience supporting descriptions of proposed actions and alternatives, affected-environment analyses, environmental consequences, cumulative-effects analyses, and mitigation measures.
  • Ability to review technical reports, identify relevant environmental issues, and incorporate findings into NEPA documentation.
  • Strong technical writing, research, analytical, organizational, and verbal communication skills.
  • Ability to work effectively with project managers, technical specialists, clients, regulatory personnel, and interdisciplinary project teams.
  • Ability to manage multiple assignments, meet deadlines, maintain organized project records, and work independently with appropriate supervision.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
  • Must be able to obtain and maintain access to Department of Defense installations and facilities.
  • Must be authorized to work in the United States.
  • A valid driver’s license is required.
  • Work may involve sitting or standing for extended periods of time.
  • Position may require typing and reading from a computer screen.
  • Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
  • May include lifting weight up to thirty 30 pounds as necessary.

Nice To Haves

  • Experience supporting Department of Defense, federal agency, or public-sector environmental projects is preferred.
  • Experience supporting agency coordination, stakeholder engagement, public involvement, or regulatory consultation activities is preferred.
  • Familiarity with geographic information systems, environmental databases, document management systems, or project collaboration platforms is preferred.

Responsibilities

  • Support environmental reviews, project scope and alternative development, field investigations, planning, cost estimating, problem and conflict resolution, and project scheduling.
  • Conduct environmental research, data collection, and analysis in support of NEPA and other environmental compliance requirements.
  • Support environmental troubleshooting and consultations by providing technical information and project support to clients and interdisciplinary teams.
  • Prepare and assist with technical reviews of professional studies, reports, environmental analyses, and NEPA documents.
  • Collaborate with project managers, environmental specialists, engineers and architects, legal staff, contract specialists, contractor personnel, and agency representatives to support the resolution of environmental compliance issues.
  • Prepare technical reviews and review comments for Environmental Assessments, Environmental Impact Statements, Records of Environmental Consideration, and supporting environmental studies and reports.
  • Assist with the preparation of environmental scopes of work and responses to requests for proposals for environmental projects.
  • Assess potential project impacts, best management practices, mitigation measures, and the studies, consultations, permitting requirements, costs, and timelines necessary for project implementation.
  • Prepare descriptions of proposed actions and alternatives, affected-environment sections, environmental consequences analyses, cumulative-effects analyses, and mitigation measures.
  • Support compliance with NEPA and other applicable federal, state, and local environmental laws, regulations, executive orders, and Department of Defense policies.
  • Prepare NEPA documents, technical memoranda, meeting materials, and correspondence with regulatory and resource agencies.
  • Support agency coordination, public involvement, stakeholder engagement, and consultation activities associated with NEPA compliance.
  • Organize and maintain project files, technical references, regulatory documentation, comments, commitments, and administrative records.
  • Provide regular verbal and written updates regarding project status.
