About The Position

The NEPA Environmental Specialist will be responsible for advising on methodologies and approaches used to ensure the success of Joint Base Myers-Henderson Hall (JBMHH) Environmental Planning initiatives and policies in support of the Department of War’s mission. This role involves collecting, analyzing, and reporting environmental data, preparing NEPA compliance documentation, and providing expertise on environmental laws and regulations.

Requirements

  • BA/BS degree in environmental, biology, or related field
  • 3-6 years of experience with supporting Environmental Programs for a Federal Agency
  • Working knowledge of analytical and evaluative methods and techniques, to include qualitative and quantitative analysis, comprehensive studies and development of assessments, recommendations, and position statements
  • Demonstrated excellent written and oral communication analysis, and interpersonal skills.
  • Must be a U.S. Citizen
  • Must pass pre-employment qualifications

Nice To Haves

  • DoW (Department of War) experience is preferable.
  • No certifications required.

Responsibilities

  • Collect, analyze, interpret and report environmental data using quality-focused process improvement techniques that ensure the long-term ability to meet mission priorities.
  • Prepare Records of Environmental Consideration (RECs) for Categorical Exclusions as required by National Environmental Policy Act (NEPA) Implementing Procedures.
  • Perform routine project site-visits, participate in meetings with project proponents/managers, review planned projects/actions, and prepare NEPA compliance documentation for JBM-HH projects.
  • Perform literature searches, data analyses and technical advice to help JBM-HH comply with new and existing environmental laws, regulations, executive orders, Department of War (DoW) policies, and other directives.
  • Coordinate with the Air Program to request a Record of Non-applicability (RONA) for the project.
  • Deliver RECs in draft form to the Government Point of Contact as a complete staffing package including all attachments (included, but not limited to: surveys, figures, RONA, and project-related supporting documents).
  • Provides specialized expertise contributing to the development of information papers and technical briefings.
  • Reviews and evaluates environmental planning documents including but not limited to environmental assessments, environmental impact statements, environmental surveys, cultural surveys, archaeological assessments, and biological surveys.
  • Performs other job-related duties as assigned.
