About The Position

Under the general supervision of the Building Official, this position oversees programs that foster neighborhood vitality and community development. The role involves providing respectful, courteous, and efficient customer service to residents, business owners, and property owners while ensuring compliance with City ordinances and regulations. This position enforces the zoning ordinance, property maintenance codes, health and safety codes, and other relevant regulations. The manager is tasked with overseeing field staff, managing third-party contracts, and coordinating inspections and enforcement activities. Additionally, this position serves as a liaison with other departments and external entities. The ideal candidate will demonstrate professionalism, integrity, and a helpful attitude in all circumstances, including stressful situations, while contributing to the overall quality of life within the community.

Requirements

  • Ability to gain knowledge of the City of Alvarado code of ordinances, zoning codes, property maintenance code and oversee its enforcement
  • Familiarity with strategies for fostering neighborhood revitalization, including residential development, public-private partnerships, and community-based initiatives.
  • Ability to communicate professionally, tactfully, and effectively with the public, developers, co-workers, administrative staff, local agencies and members of City Council
  • Ability to make clear and concise decisions regarding life, health, and safety issues regarding the public
  • Ability to maintain records, prepare reports, routine correspondence, and memorandums
  • Skill in communicating effectively orally and in writing, and to advise on standard compliance methods
  • Ability to negotiate and resolve complex and sensitive problems
  • Ability to understand and follow written and oral instructions
  • Ability to handle multiple assignments
  • Exceptional organizational skills and time management skills
  • Collaborative and team oriented
  • Knowledge of computer operations for daily input
  • Ability to work evenings and weekends as needed
  • High School Diploma or G.E.D. required
  • Current Registered Code Enforcement Officer License issued by the Texas Department of Licensing and Regulation (TDLR)
  • Five (5) years’ experience in code enforcement working for a municipality, at least two (2) of which are in a supervisory role
  • Valid Texas driver’s license

Nice To Haves

  • A plumbing inspector’s license issued by the Texas State Board of Plumbing Examiners (TSBPE) is preferred

Responsibilities

  • Lead and contribute to neighborhood revitalization efforts, focusing on improving residential and commercial areas.
  • Collaborate with City departments and external partners to enhance the quality of life within neighborhoods through focused investment, targeted services, and community-led initiatives.
  • Lead and manage a team of code enforcement staff, providing direction, monitoring case management, and ensuring quality control.
  • Assign and oversee work, ensuring efficient operations and adherence to regulations.
  • Perform proactive and complaint-based inspections of residential and commercial properties, ensuring compliance with zoning codes, property maintenance codes, health and safety codes, and other regulations.
  • Secure vacant structures and manage temporary repairs for hazardous conditions.
  • Manage and oversee residential redevelopment initiatives, including neighborhood improvement programs and home reinvestment grants.
  • Engage residents and other stakeholders to support and drive revitalization efforts.
  • Oversee third-party contracts for environmental health services, including health inspection and hazardous waste services.
  • Develop and implement processes for tracking and responding to complaints.
  • Ensure timely action and communication with all involved parties to resolve issues.
  • Maintain accurate records of inspections and investigations and prepare reports and data for use in legal proceedings.
  • Issue notices, citations, and follow through with appropriate actions for code violations.
  • Identify and address hazardous or deteriorating conditions resulting from non-compliance with regulations, ensuring safety and maintenance of community standards.
  • Foster relationships with residents, businesses, neighborhood organizations, and external agencies to promote a positive community atmosphere.
  • Lead outreach initiatives to educate and involve residents in maintaining neighborhood standards.
  • Create educational materials and hold community meetings or presentations to inform residents and business owners about neighborhood programs, code compliance, and safety practices.

  • Lead public presentations to homeowners’ associations, civic groups, and other stakeholders.
  • Oversee the operation and maintenance of the department’s Neighborhood Tool Shed, ensuring equipment is properly checked out, maintained, and in good working condition.
