About The Position

Performs highly complex work in support of the City’s neighborhood preservation regulatory programs, including monitoring and coordinating with other public and private agencies, residents, and property owners and their representatives. Researches, makes recommendations and implements neighborhood preservation regulations. Supports efforts to ensure compliance with the housing codes, zoning laws, tenant protection laws, and the Neighborhood Preservation Ordinance. Supports residents by connecting them with housing resources; engages with the community and employs effective problem-solving techniques when needed to address disputes related to property maintenance, nuisances, or habitability issues.

  • Graduation from an accredited college or university with a bachelor’s degree OR Graduation from an accredited college or university with an associate’s degree or 60 units of college-level course work.
  • Three (3) years of recent, paid and progressively responsible work experience which has included performing research, analysis, report writing, and evaluation tasks, and experience providing information to the public that has involved the interpretation and application of laws, rules and regulations. OR Five (5) years of recent, paid and progressively responsible work experience which has included performing some research, analysis, reporting writing and evaluation tasks, and experience working with the public to provide information surrounding rules and regulations.
  • One year of recent, paid, experience in either regulatory development and/or compliance is required. OR One year of recent, paid, related experience working with regulatory requirements
  • Possession of a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Nice To Haves

  • Knowledge of rent control, building codes, permitting, substandard housing regulations, and/or construction is highly desirable.

Responsibilities

  • Plans, organizes, develops and implements neighborhood preservation regulatory programs ensuring compliance with Federal, State and City codes, ordinances and regulations.
  • Serves as liaison between various City departments and divisions, residents, property owners, property managers, construction contractors, and public and private agencies to facilitate coordination of neighborhood preservation regulatory program activities and education.
  • Triage tenant’s complaints regarding relocation benefits and non-compliance with the City’s Tenant Protection Programs.
  • Supports the City’s neighborhood preservation programs, including implementation of the City’s Tenant Protections During Construction Ordinance.
  • Receives and reviews for approval the Means and Methods Plans to ensure construction is performed in a manner that protects the health, safety and welfare of the impacted residents.
  • Verifies Plans are delivered to affected tenants.
  • Proactively monitors projects during plan review for compliance with the program; track/identify the habitability status of their units, and coordinates with relevant departments on issuing and tracking temporary relocation benefits.
  • Documents, tracks and follows up on temporary tenant relocation matters to ensure all of the tenants’ rights and benefits are provided.
  • Serves as a key resource for tenants in understanding the program, its requirements, and any available resources.
  • Monitors and evaluates the efficiency and effectiveness of neighborhood preservation regulatory program service delivery methods and procedures, including related administrative systems and education.
  • Formulates, proposes and makes recommendations to improve program and project policies and procedures to ensure compliance with applicable laws, rules, regulations, and Council priorities.
  • Conducts complex administrative research, studies and surveys and produces reports recommending appropriate courses of action and solutions to problems.
  • Writes reports and policy documents, and conducts surveys and studies including program evaluation studies.
  • Maintains accurate records, files and databases.
  • Responds to inquiries and makes referrals to appropriate agencies.
  • Develops and disseminates informational materials.
  • Provides leadership and support in the execution of day-to-day neighborhood preservation regulatory program efficiency and effectiveness.
  • Provides guidance regarding difficult and sensitive customer inquiries and complaints, including resolution to related customer service issues.
  • Responds to inquiries via telephone or in person to investigate urgent tenant protection regulations and assists with coordinating tenant relocations, as assigned.
  • Prepares recommendations for consideration of the City Manager and City Council.
  • Performs public relations activities to establish and promote community outreach goals to Boards, Commissions, neighborhood groups, business groups and others.
  • May assist with field inspections, as assigned.
  • Supervises, coordinates, trains and evaluates the work of technical and clerical support staff, as assigned.
  • Performs other related duties, as assigned.
