About The Position

The pan-Canadian Pharmaceutical Alliance (pCPA) is seeking a Negotiator to plan, coordinate, and manage negotiations on behalf of the alliance to achieve the best possible value and maximize drug plans' investment in the healthcare system. This role contributes to concurrent projects, negotiation teams, and committees, involving various partners in the planning, coordination, and implementation of negotiation strategies and processes for agreements with federal, provincial, and territorial public drug plans and pharmaceutical manufacturers. The pCPA offers a 100% remote work environment within Canada.

Requirements

  • Bachelor’s degree in business administration, finance, accounting, economics, pharmacy or related field.
  • Exceptional written and verbal communication skills in English.
  • Understanding of the Canadian pharmaceutical industry and government processes.
  • Demonstrated proficiency in delivering presentations to internal and external partners.
  • Demonstrated partner engagement abilities committed to building an effective and dynamic organizational culture.
  • Ability to lead and build consensus in the absence of authority.
  • Ability to build and maintain effective working relationships.
  • Proven problem-solving abilities, adaptability, and ability to exercise astute judgment.
  • Strong business and digital acumen.
  • Legally eligible to work in Canada.
  • Ability to work from any location within Canada.
  • Frequent travel in different provinces and territories, including periodic multi-day, overnight trips.

Responsibilities

  • Leads or co-leads all aspects of negotiations with drug manufacturers on behalf of the pCPA, including developing mandates, objectives, and securing outcomes aligned with pCPA direction and strategy.
  • Supports collaboration among pCPA and provincial/territorial partners to develop negotiation strategies, mandates, and standards.
  • Conducts comprehensive analyses, synthesis, and reporting of research (e.g., financial systems, utilization, environmental scanning) throughout the negotiation process.
  • Analyzes internal and external issues affecting negotiations, determining impacts, and developing options and solutions.
  • Ensures effective project leadership, establishes project plans, facilitates project stages, and resolves issues.
  • Supports development of processes and structures for negotiations, undertakes consultations, resolves problems, and prepares deliverables for senior management.
  • Supports and recommends policy and program changes for pCPA negotiations.
  • Serves as a conduit of information between manufacturers, patient groups, health care providers, health care organizations, and provincial/territorial public drug plans.
  • Supports the implementation of strategies and mandates for negotiating agreements and contracts to achieve value-based outcomes.
  • Develops, coordinates, and evaluates reports and analyses; prepares policy papers and briefing materials; and presents policy options and recommendations to senior management.
  • Assists with the development of briefing materials, submissions, reports, and presentations.
  • Conducts consultation and liaisons with provincial partners and other jurisdictions/experts regarding agreements.
  • Identifies legal issues and consults legal counsel regarding contracts and agreements.
  • Establishes ongoing collaboration and consultation with appropriate partners, provides input on negotiation processes, and advises on strategies and best practices.
  • Stays informed of industry trends.
