About The Position

The NDT Level III/Compliance Manager is responsible for the oversight of NDT operations for which they are qualified and must be accomplished at interpreting and evaluating results in terms of existing codes, standards, and specifications. Capable of developing, qualifying, and approving procedures; establishing and approving techniques; interpreting codes, standards, specifications, and procedures; and designating the particular NDT methods, techniques and procedures to be utilized. The NDT Level III/Compliance Manager will be accomplished at developing and providing NDT method specific training programs for established NDT technical personnel. The primary function of this position is to ensure the implementation, maintenance and on-going development of NDT personnel qualification and certification and NDE technical programs. Secondary functions include, but are not limited to, serving as a Mistras representative to ASME, API, ASTM and other bodies as needed and being designated as a client’s NDT Level III representative. The NDT Level III/Compliance Manager will also coordinate activities required to implement and maintain the Mistras Quality Assurance Program. The NDT Level III/Compliance Manager provides quality training and utilizes quality and continuous improvement tools to assure the effectiveness of the quality assurance program by way of internal and external audits, customer feedback, corrective actions, etc. The candidate must be able to work as a team member in the continuous improvement of production processes and procedures, work with customers to define and document their requirements. The NDT Level III/Compliance Manager will also serve as the Radiation Safety Officer (RSO) and is the lead technical expert on the Radiation Safety Team and acts as the principal technical resource to the Mistras Services Group. The RSO function is responsible for assuring that all job sites and the facility use of radiation conform to the Mistras Radioactive Material License, selected industry standards, and applicable government regulations. The RSO function is responsible to assure that radiation exposures to personnel are as low as reasonably achievable. The NDT Level III/Compliance Manager is also responsible for the implementation of the Mistras Safety Program and will be able to conduct accident and incident investigations, determine probable causes and make recommendations for corrective action. The NDT Level III/Compliance Manager will ensure that all Mistras employees abide by not only the Mistras Safety Program but also all Federal, State and local regulations as they pertain to the NDT general industry and construction standards 29 CFR 1910 and 1926.

Requirements

  • Associates or Bachelors Degree from either a college or a trade school or equivalent work experience.
  • Active, valid ASNT Level III certification in MT, PT, UT, RT
  • Must possess the desire to develop the position and take on a more compliant role in the future.
  • Must have (or acquire) formal training in the establishment and maintenance of a Radiation protection program.
  • Must possess experience in the establishment and maintenance of a radiation protection program.
  • Must be willing to travel as needed

Responsibilities

  • Hold current ASNT Level III certifications in the methods of MT, PT, UT and RT.
  • Provide NDT Level III services in the form of certifying Mistras employees who are eligible for NDT certification.
  • Have a working knowledge of other NDT methods/techniques such as ET and VT and has the responsibility of staying abreast of and bringing forward emerging technologies that can add to our service line offering.
  • Recommend program improvements as needed.
  • Develop and maintain all specifications for NDT, including the development and maintenance of all NDT technical procedures, forms and supporting documentation.
  • Provide support for training initiatives relating to the areas which assigned, and other training as requested by supervision.
  • Maintain an awareness and understanding of all applicable regulations, codes, standards, and specifications, as well as company policies and procedures; complete any training necessary to support these activities and communicate these requirements to affected branch personnel as necessary.
  • Communicate with customers on technical and program issues.
  • Provide training, as necessary, to affected personnel, including customers, to obtain program compliance, process efficiency and effectiveness, cooperation, continued education, and morale.
  • Participate in other general administrative and technical activities such as cost reduction options, communications, safety, housekeeping, and employee training.
  • Have sufficient practical background in applicable materials, fabrication, and product technology to establish techniques and to assist in establishing acceptance criteria when none are otherwise available.
  • Manage the qualification and certification process for NDT personnel certification, including hard copy/electronic technician files and TCS.
  • Manage implementing, maintaining and enhancing the Quality Assurance Program.
  • Manage the Nonconforming/Corrective Action processes and perform data analysis.
  • Manage the review of contracts, purchase orders, and job travelers.
  • Manage answering customer questions, providing records, record storage/retention, documenting of customer feedback.
  • Manage the approval of suppliers, procurement of quality items and services.
  • Manage the implementation of new/revised Quality Assurance procedures.
  • Review state and federal laws and Mistras O & E to recommend modifications to enhance and ensure the compliance, safety, and efficiency of the MISTRAS Radiation Safety Program.
  • Perform and/or review investigations of overexposures, accidents, losses, thefts, unauthorized receipts, misuses, or other deviations from approved radiation safety practice and implement corrective actions when necessary.
  • Respond to radiation safety emergencies, and prepare and submit reports to the appropriate governing bodies.
  • Perform radiation safety audits and recommend improvements at each service location within the Mistras network.
  • Consolidate and computerize various program aspects. Improve and advance the overall culture of the Radiation Safety Program.
  • Maintain and apply knowledge of Mistras policies, regulations, and industrial processes.
  • Investigate accidents and/or injuries, to determine causes and preventive measures.
  • Report or review findings from accident investigations.
  • Interview employers and employees to obtain information about work environments and workplace incidents.
  • Conduct or coordinate worker training in areas such as safety laws and regulations, hazardous condition monitoring, and use of safety equipment.
  • Maintain liaisons with outside organizations so that emergency responses can be facilitated.
  • Compile, analyze, and interpret statistical data related to occupational illnesses and accidents.
