About The Position

Provide subject matter expertise to update and execute the Integrated Natural Resources Management Plan for management of Natural Resources on Space Launch Delta 45 (SLD 45) Properties. Ensures that SLD 45 complies with all laws related to Natural Resources and status species management. Responsibilities include project management, agency consultation, and preparation of natural resource surveys and reports. Extensive knowledge of the state and Federal natural resource requirements and regional experience in all phases of natural resource fieldwork is paramount. The ideal candidate must also demonstrate exceptional communication, organization, and leadership skills. Providing extensive environmental expertise to manage assigned environmental projects or programs through application of professional knowledge and skill in environmental conservation practices, processes and techniques. Executing assigned projects or program element(s), in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies. Serving as project manager or technical lead on a variety of biological resource projects. Coordinating and/or leading biological survey and reporting efforts. Work closely with the SLD 45 team to develop innovative approaches to resource assessment that meets throughput demands and can withstand agency and public scrutiny. Serving as an environmental technical advisor in executing assigned projects to the Environmental Protection Committee and serves as a support member on other applicable boards and committees. Integrating the efforts of an interdisciplinary team of professionals including attorneys, public health specialists, public affairs specialists, environmental engineers, biological scientists, physical scientists, general engineers, community planners, regulators, other governmental officials, and community groups. Serving as technical authority/focal point for assigned projects. Inputs data, monitors usage and/or oversees information management systems. Reviewing collected data for trends and implements corrections. Preparing or reviewing technical reports associated with assigned program/project and advocates for or implements required actions. Executing short-term goals and priorities to support the management plan utilizing available resources. Maintaining and analyzing GIS datasets using ArcGIS Pro, Online, Field Maps, and Survey123, while utilizing commercial GPS units for field data collection. Key responsibilities include managing natural and cultural resource maps for SLD 45 to support conservation, planning, and mitigation. Inspecting and evaluating reliability, flexibility, and maintainability of existing environmental equipment and systems and identifies deficiencies for incorporation into the base comprehensive asset management plan (BCAMP) and environmental sub-AMPs; performs analysis, interprets, deviates or extends traditional methods to resolve industrial equipment or systems unsatisfactory performance problems where precedents are not applicable; and determines and prepares cost estimates for maintenance, repair, upgrades, and replacement. Assessing industrial equipment, systems, and processes for issues related to pollution/contaminants and provides sustainable solutions. Researching, gathering information, and preparing the planning, programming, and budgeting system (PPBS) documentation in support of assigned programs. Coordinating and implementing financial and budget execution activities to include obligations, expenditures, and shortfalls for the assigned projects. Serving as the focal point for assigned contracted projects. Prepares contract specifications, statements of work, government cost estimates and contract supporting documentation in support of acquisition of equipment and services for assigned programs. Developing status reports on assigned contracted projects. Responsible for communicating and coordinating assigned project or program issues with superiors, team members, and higher headquarters. Coordinating with other expert personnel at installation organizations, municipal planning offices, sister services, regulatory agencies, and private organizations to evaluate recommended courses of action and solve complex environmental problems related to a variety of land uses involving conflicting factors such as mission and environmental impact. Developing and presenting briefing packages and prepares a variety of related reports. Serves as a technical consultant to public affairs on media relations involving assigned program element(s). Preparing proposed responses to congressional inquiries, audit reports, inspection reports, press releases, and public concerns. Participating in public meetings, education programs, and technical committees. Coordinating curricula and training for assigned program areas at the installation. Supporting quality improvement and promotes the environmental awareness program. Preparing and implementing various environmental training sessions and briefings. Maintaining currency in program management techniques, emerging environmental technologies, and in the use of data information systems. Reviews project design and specifications, work plans/requests and method statements for issues affecting environmental compliance. Utilizes Continuous Process Improvement to identify deficiencies and inefficiencies within assigned programs. Complying with health, safety, and environmental rules and procedures and performs work that enhances the safety of the work environment. Ensuring adherence to Federal, State, and local codes concerning health, safety, and the environment. Ensures adherence to security practices. Working toward long-term mission sustainability by reducing negative environmental impacts and risks and improving environmental performance.

Requirements

  • 8 years of natural resource experience in the Southeast, with a strong preference for Florida coastal experience.
  • Bachelor’s degree in biology, ecology, or environmental sciences.
  • Active Secret Clearance
  • Extensive knowledge of the Endangered Species Act and proven Southeast regional experience across all phases of natural resource fieldwork.
  • Exceptional communication, organizational, and leadership skills.
  • Strong skills in ArcGIS, including current, working knowledge of SDSFIE standards.
  • Strong technical writing, critical thinking, communication, and problem-solving skills.
  • Knowledge of professional environmental principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned projects.
  • Knowledge and ability to troubleshoot problems requiring investigation of natural resources conditions in assigned projects.
  • Knowledge of applicable Federal, State, and foreign laws, regulations, and other guidance to make decisions and recommendations concerning environmental science and biological resources for assigned environmental projects.
  • Skill to integrate an interdisciplinary team of professionals to include attorneys, public health specialists, public affairs specialists, biological scientists, environmental engineers, physical scientists, general engineers, community planners, regulators, other governmental officials, and community groups.
  • Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, and establish effective working relationships with others.
  • Excellent time management skills to meet deadlines.
  • Valid driver’s license. Incumbent will be required to drive a government vehicle to and from work sites.
  • Ability to conduct fieldwork in extreme terrain and environmental conditions, if required.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
  • Work may involve capture and relocation of wildlife.
  • May be required to obtain job-related certifications.

  • Experience with R software for wildlife data analysis is preferred.
