About The Position

The Department of Human Services-Office of Community Development is hiring two full-time Municipal Specialists. Be advised that this position is funded in-part or wholly through an established grant agreement. Employment in this position is subject to the availability of grant funds. The position may be modified, reduced, or eliminated based on the terms of the grant agreement(s) and the level of funding available to carry out the intent(s) of such grant(s). The starting salary range will be between $44,699.20 - $53,643.20 annually depending on the candidate's qualifications as well as budgetary considerations.

Requirements

  • Bachelor's Degree in Public Administration or a related field preferably including some related experience; or an equivalent combination of training and experience.
  • Knowledge of the principles and practices of governmental grant and loan program administration.
  • Considerable knowledge of building/construction management.
  • Knowledge of federal labor and EEO laws.
  • Knowledge of practices and procedures used in maintaining records and files.
  • Knowledge of bidding processes and contract negotiations.
  • Knowledge of construction methods and practices.
  • Considerable skill in analyzing budgets and financial documents.
  • Considerable skill in completing and processing forms, applications, and other government documents.
  • Skill in assessing the needs of grant applicants and communities and determining eligibility for funds.
  • Ability to communicate effectively with government officials, contractors, and agency personnel both orally and in writing.
  • Ability to apply general program principles and guidelines to work requirements.
  • Ability to resolve problems within program guidelines.
  • Ability to use Microsoft Word and Excel; some knowledge of use of GIS web based mapping applications.

Responsibilities

  • Coordinates and monitors various Community Development (CD) activities and other grant activities.
  • Provides technical assistance to grant applicants in the preparation of grant applications and explanations of the programs, regulations, and guidelines.
  • Manages a portfolio of funds for municipalities and non-profit organizations.
  • Processes contracts between municipal government officials, non-profit managers, and County officials to obligate and spend federal funds in a timely manner.
  • Assesses needs of grant applicants to determine eligibility for funding.
  • Provides technical assistance to effectively manage the operation of the Community Development Program.
  • Assists grant recipients with the implementation of projects and monitors the activities of each project.
  • Provides fiscal oversight by reviewing and approving bids and contracts and ensuring appropriate funds are disbursed.
  • Assists municipalities in compiling information regarding project selections and grant compliance; assists with project bidding processes.
  • Processes routine payment requests, applications, and forms as required by federal, state, and local government guidelines.
  • Provides mandatory documentation and reporting by preparing and reviewing related documents and coordinating the electronic submission of reports.
  • Documents grant activity by establishing and maintaining a file for each participant.
  • Coordinates and monitors CD grant activities such as bidding, contracting, and construction activities to ensure compliance with federal government requirements and for adherence to Federal Labor Standards (specifically Davis Bacon and related acts).
  • Prepares Environmental Review Records (ERR's) of CD projects.
  • Reviews proposals submitted by agencies requesting funding; recommends appropriate funding levels for efficient distribution of funds.
  • Performs related work as required.
