The City of Arvada is looking for a Municipal Inspector Foreman to oversee inspection staff and perform field inspections on public improvement projects. Requirements

  • Working knowledge of the requirements and regulations in the City of Arvada engineering code and can enforce such requirements for all work in the public rights-of-way.
  • Working knowledge of and adheres to construction site safety requirements.
  • Expert knowledge of materials, methods and equipment utilized in public works construction projects.
  • Strong knowledge of civil engineering specifications, theories, principles, methods, practices, and application to the municipal development process.
  • Strong understanding of soils and materials testing equipment and ability to assist Soils Technician as necessary.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
  • Ability to read and interpret civil engineering construction plans and drawings.
  • Ability to help coordinate the work of multiple municipal inspectors and multiple contractors and handle and prioritize multiple tasks and inspections for city projects and developments.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
  • Must be able to operate a motor vehicle.
  • Certification as ATTSA traffic control technician or equivalent.
  • Trench safety competent person certification and stormwater regulatory training completed.
  • A valid Colorado driver’s license and acceptable driving record is required.
  • Six (6) or more years experience in public works construction.
  • Must pass a criminal background check and a driving record check, if required by the position.

Responsibilities

  • Completes the inspection of and oversees other municipal inspectors in the inspection of the construction of public improvements including, but not limited to, water, sanitary, irrigation and storm sewer mains and appurtenances, concrete structures, curbs, gutter, sidewalks, trails, curb ramps, temporary traffic control, asphalt and concrete pavement, and pavement resurfacing and rehabilitation of all types.
  • Assures general compliance of construction and materials with approved plans, project specifications and city engineering code and oversees other municipal inspectors in doing the same.
  • Assists the construction and inspection supervisor with planning and coordination of construction site inspections to verify compliance with approved stormwater site development permits.
  • Assists the construction and inspection supervisor in the coordination and inspection of post construction permanent best management practices and private stormwater management facilities to ensure they are properly maintained.
  • Works with homeowner’s associations, property owners or management companies to correct deficiencies.
  • Evaluates and rates the condition of existing concrete flatwork and asphalt surfacing in accordance with city standards.
  • Quantifies amount of existing deteriorated or damaged concrete improvements and asphalt pavement for future removal and replacement projects.
  • Verifies that temporary traffic control setups are correct and oversees other municipal inspectors in doing the same.
  • Resolves conflicts with other municipal inspectors, contractors, homeowners, utility company representatives, other city department personnel and the public during construction projects.
  • Coordinates construction of public infrastructure with other city departments.
  • Oversees the warranty and final acceptance field process for all active subdivisions/developments.
  • Evaluates unexpected field conditions when they arise during construction and assists other municipal inspectors and project engineers in determining appropriate course of action.
  • Measures and records quantities of installed improvements and report to engineer daily using a city standard or other approved reporting form and assists and provides direction to other municipal inspectors in completing this task.
  • Summarizes progress of work and report to engineer on a city standard or other approved written report form.
  • Completes public improvement inspection and final inspection reports as a part of the warranty and final acceptances processes for subdivisions/developments.
  • Records monthly quantities of public improvement and calculates quantities of work to match appropriate project pay items.
  • Oversees the municipal inspectors in maintaining required CDOT documentation for federal aid projects.
  • Assists Construction and Inspection Supervisor with project management duties for street maintenance projects.
  • Frequently operates a personal or City-owned motor vehicle to drive to and from work locations throughout the City.
  • During natural disasters, investigates complaints regarding the failure of public works and public utilities systems and facilities, such as broken water and sewer mains and services, gas leaks, roadway and decking problems, and other hazards.
  • Performs other duties as assigned.
