About The Position

KCE is seeking a Municipal Engineer to join their team in Allentown. This role involves partnering with municipalities on various assignments, including subdivision and land development reviews, roadway and stormwater improvements, sanitary sewer projects, public facilities, grant-funded initiatives, and long-range capital planning. Municipal engineering at KCE emphasizes building trusted relationships with local officials, residents, developers, contractors, and regulatory agencies, while helping communities make practical, well-informed decisions. The ideal candidate will possess sound technical judgment, clear communication skills, and understand the importance of responsive service.

Requirements

  • Bachelor's degree in Civil Engineering from an ABET-accredited program.
  • Five or more years of relevant civil engineering or site design experience, including at least three years in municipal engineering.
  • Engineer-in-Training (EIT) certification required.
  • Strong working knowledge of the Pennsylvania Municipalities Planning Code, Pennsylvania DEP regulations, and other applicable state and federal requirements.
  • Proficiency in AutoCAD and Microsoft Office.
  • Ability to manage multiple assignments, meet deadlines, and maintain accurate project documentation.
  • Strong written, verbal, and public presentation skills.
  • Sound judgment, attention to detail, and a collaborative, service-oriented mindset.
  • Valid driver's license and ability to travel locally for project and municipal meetings.
  • Must live within a reasonable commuting distance of the Allentown office or be willing to relocate prior to their start date.
  • Must currently be authorized to work in the United States.

Nice To Haves

  • Professional Engineer (PE) license preferred.
  • Experience with AutoCAD Civil 3D is preferred.

Responsibilities

  • Review subdivision and land development plans for compliance with municipal ordinances and the Pennsylvania Municipalities Planning Code.
  • Plan, design, and manage public improvement projects involving roadways, stormwater systems, sanitary sewers, recreational facilities, and other municipal infrastructure.
  • Conduct field evaluations and prepare engineering reports, recommendations, and presentations for municipal governing bodies.
  • Prepare bid documents, construction cost estimates, technical specifications, and permit applications.
  • Coordinate with municipal staff, developers, consultants, contractors, and regulatory agencies throughout project planning, review, approval, and construction.
  • Provide technical guidance on zoning, stormwater management, environmental requirements, infrastructure planning, and related municipal matters.
  • Attend and present at municipal meetings, public meetings, and project coordination meetings.
  • Assist municipalities with grant applications, funding strategies, and long-range capital improvement planning.
  • Support construction administration, field inspections, and resolution of project issues as assigned.
  • Mentor junior staff and contribute to the quality and responsiveness of the municipal engineering team.
