About The Position

The Child & Family Services Division (CFSD) of the Department of Human Services (DHS) is seeking a Multisystem Youth and Family Case Manager to support children and families who are at-risk of out-of-home placement and multi-system involved, or in need of multi-system collaboration. The primary goal is to maintain youth safely in the community at home or with kin. This employee will be part of a multi-disciplinary treatment team responsible for acting as court liaison to include consultation with judges, Guardian Ad Litem (GALs) and court services staff; facilitating cross divisional and multi-agency staffing's on youth who are multi-system (court, behavioral health, child welfare) involved or at risk of becoming multi-system involved; responding to court notices and requests to the Department, and providing short-term case management. Short-term case management services may include visits to the home, detention center, residential placements, or other community settings. Requirements

Master's Degree in Social Work, Counseling, Psychology, or other directly related clinical discipline, all of which required a clinical practicum involving diagnostic, treatment, and case management services.
Two years of post-Master's Degree experience providing professional clinical social work services, which included the application of diagnostic, treatment, and case management services.
Possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of official driving record.
Ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.

Nice To Haves

Licensure by the appropriate board of the Virginia Department of Health Professions, appropriate to the employee's discipline, may be preferred.
A directly related higher level degree as described above and experience providing social services to children in the welfare system may substitute for the education requirement.
Additional directly related experience may substitute for the education requirement on a year-for-year basis.
Experience in one or more of the following: Providing direct services to children and families involved with child welfare and behavioral health services; Supporting and promoting an inclusive and diverse environment; Bilingual English/Spanish; Experience in group facilitation; and/or Experience working with the court system.

Responsibilities

Maintaining presence in family court to support case decision making, providing resource and referral information, ensuring service linkages, and providing case updates as indicated.
Providing intensive case management, risk assessments and solution focused approach to court notices to child welfare so that the child at risk of being removed can remain in the home.
Engaging family in next step planning, explaining court notices, court processes and expectations clearly to the parents and caregivers, ensuring they understand their roles and responsibilities.
Scheduling and facilitating Divisional Staffing to discuss Department response to court notices, entering data in the applicable spreadsheets and electronic health records.
Preparing memo outlining agency response to the court notice and participating in scheduled court hearing(s) representing DHS.
Cultivating collaborative, mutually supportive relationships with system partners to include judges, County attorneys, probation staff, school personnel and treatment providers.
Working closely with community stakeholders to provide updates on progress, identify barriers to success, and strategize solutions to barriers.
Creating case management and service plans, client progress reports and correspondence with system partners and service providers.
Implementing time limited care coordination to include linkage to appropriate treatment services, psychological and psychiatric evaluations and other resources.
Collaboration with the juvenile detention center, courts, schools, and other child-serving agencies for youth with mental health and substance use disorders.
