About The Position

Under general direction of the Metropolitan Redevelopment Agency (MRA) Director, this position manages and oversees the operational, administrative, financial, real estate, procurement, contract administration, and programmatic functions of the Metropolitan Redevelopment Agency. The role involves coordinating and directing assigned redevelopment activities, operational processes, budgets, contracts, compliance functions, redevelopment programs, and administrative initiatives to support the Agency’s redevelopment goals and strategic objectives. This position provides high-level operational and administrative support to the MRA Director and assists in coordinating activities with City departments, the Albuquerque Development Commission (ADC), developers, community stakeholders, and outside agencies. The role is responsible for overseeing operational support functions related to redevelopment projects, property management, procurement, grants, contracts, redevelopment incentives, and real estate transactions, while ensuring compliance with applicable City policies, redevelopment ordinances, and State and Federal laws.

Requirements

  • Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Urban Planning, Real Estate Development, Finance, Economic Development, Construction Management, or a related field
  • Six (6) years of progressively responsible experience in redevelopment, urban planning, economic development, public administration, project management, real estate, municipal operations, or a related field
  • Two (2) years of supervisory or lead experience
  • Possession of a valid New Mexico Driver’s License or the ability to obtain by date of hire
  • Possession of a City Operator’s Permit (COP) within six (6) months from date of hire

Responsibilities

  • Manage and oversee daily operational, administrative, financial, procurement, contract management, property management, and redevelopment support activities of the Metropolitan Redevelopment Agency to ensure efficient and effective service delivery and compliance with City policies, redevelopment plans, ordinances, and applicable State and Federal laws.
  • Assist in the implementation of redevelopment initiatives, strategic plans, capital improvement projects, redevelopment agreements, property management activities, and development projects supporting metropolitan redevelopment objectives.
  • Coordinate operational activities associated with redevelopment projects, including project tracking, scheduling, budget monitoring, procurement coordination, consultant management, and interdepartmental communication.
  • Manage and oversee contract administration activities including the preparation, review, negotiation, monitoring, and compliance of contracts, agreements, leases, development agreements, grant agreements, film rental agreements, and consultant contracts.
  • Ensure compliance with contract provisions, insurance requirements, bonds, reporting requirements, and internal controls; coordinate filing and maintenance of contract documentation in accordance with established procedures.
  • Monitor negotiated services and contractor performance; identify operational and resource needs and coordinate solutions with management staff.
  • Oversee procurement and purchasing activities for the division, including the preparation and processing of requisitions, purchase orders, Requests for Bids (RFBs), Requests for Proposals (RFPs), and procurement contracts in accordance with City procurement regulations and procedures.
  • Serve as division coordinator for procurement activities, travel coordination, purchasing card administration, and related operational functions.
  • Coordinate and facilitate real estate transactions related to redevelopment projects, including acquisitions, dispositions, leases, title coordination, escrow activities, appraisals, and closing processes.
  • Review, prepare, coordinate, and maintain real estate transaction documents and supporting records.
  • Conduct and oversee legal and operational research related to redevelopment and real estate transactions; gather, review, summarize, and analyze documents and evaluate operational and legal impacts.
  • Oversee and administer redevelopment-related programs, grants, tax abatement initiatives, redevelopment incentives, and agreement compliance monitoring.
  • Manage databases, tracking systems, and reporting functions related to redevelopment projects, grant agreements, development agreements, contracts, and operational activities.
  • Coordinate and oversee the preparation of reports, presentations, ordinances, resolutions, brochures, grant proposals, memoranda, marketing materials, and other written and graphic communications for internal and external stakeholders.
  • Ensure written materials are clear, concise, accurate, and appropriate for intended audiences including executive leadership, City Council, the Albuquerque Development Commission, neighborhood organizations, developers, and the public.
  • Oversee property management functions for Agency-owned or managed properties, including property inspections, lease compliance, maintenance coordination, repair needs, vendor coordination, and enforcement of lease and rental agreements.
  • Assist in the preparation, coordination, and monitoring of the division’s annual operating and capital budgets, including General Obligation Bond funded projects and redevelopment-related expenditures.
  • Monitor contracts, expenditures, invoices, and project budgets to ensure fiscal accountability and compliance with City procurement requirements and approved funding allocations.
  • Develop and implement operational policies, procedures, standards, workflow processes, filing systems, and internal controls to support Agency goals and operational efficiency.
  • Coordinate records management, correspondence tracking, mailing lists, office systems, inventory management, and office support functions.
  • Coordinate maintenance and servicing of office equipment and operational resources with City departments and outside vendors.
  • Serve as secretary and operational coordinator for the Albuquerque Development Commission, including agenda coordination, meeting preparation, public notice coordination, minutes, records retention, and related administrative support activities.
  • Conduct operational, financial, and organizational analyses related to redevelopment projects and Agency operations; identify process improvements and implement operational efficiencies.
  • Assist with the evaluation of redevelopment proposals, project feasibility, market conditions, financial data, and operational impacts; provide recommendations to leadership.
  • Serve as liaison with City departments, developers, neighborhood associations, elected officials, consultants, contractors, outside agencies, and community stakeholders regarding redevelopment activities and operational matters.
  • Manage, supervise, train, motivate, and evaluate assigned personnel; provide staff development and performance coaching; recommend and implement disciplinary actions when appropriate.
  • Coordinate staff assignments and workloads; review and evaluate work products, methods, and procedures; identify and resolve operational and personnel issues.
  • Represent the Metropolitan Redevelopment Agency at meetings, public hearings, community meetings, boards, commissions, and interdepartmental meetings as assigned.
  • Respond to and resolve difficult, sensitive, and complex operational, project-related, and public inquiries and complaints.
  • Prepare clear and concise administrative, operational, financial, and project status reports.
  • Provide highly responsible staff assistance to the MRA Director and perform special projects and assignments as directed.
  • Attend and participate in professional group meetings; remain current on trends, legislation, funding opportunities, and best practices related to redevelopment, economic development, urban planning, real estate, and municipal operations.
  • Assist with grant administration, reporting, and compliance activities related to redevelopment and capital projects.
  • Participate in long-range planning and organizational development initiatives for the Agency.
  • Perform related duties and responsibilities as required.
