About The Position
The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as a Program Planner 2 - Monitoring Specialist within our Licensing Division at our central office at 6200 Park Avenue, near Valley Junction in Des Moines, Iowa. DIAL’s mission is Achieve Compliance through Education, Regulation, and Due Process for a Safe and Healthy Iowa. Our goal is to be an effective, efficient and approachable regulatory agency. To accomplish our Mission, the individual selected for this position will become an integral part of the Monitoring bureau by ensuring compliance with board disciplinary orders in the division. DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.
Requirements
- Ability to gain a strong working knowledge of all statutes, administrative rules, and professional standards

- Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
- A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
- Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
Responsibilities
- Independently serve as the monitoring specialist for the Professional Licensing Division’s monitoring program for assigned professions in collaboration with the program coordinator.
- Maintain regular contact with respondents.
- Use independent judgement, knowledge, and decision-making to determine whether a respondent has violated the terms of a disciplinary order.
- Discuss noncompliance issues with respondents orally and in writing to devise a plan of action to regain compliance.
- Serve as the intermediary between the board and respondents.
- Act as the liaison to other bureaus regarding the program.
