About The Position

The Monitoring, Evaluations & Learning Officer (MELO) provides technical expertise and support to strengthen the application of Catalyste+’s MEL system. Reporting to the MEL Manager, the individual will support the MEL team in ensuring the effective application of Results-Based Management (RBM) principles across projects, and guide project staff and volunteers in designing evidence-based strategies and activities to improve project performance and results. This position is preferred to be based in either Toronto or Montreal. However, qualified candidates based in Ontario, Quebec, British Columbia, or the Northwest Territories will also be considered.

Requirements

  • University degree or college diploma in a related field
  • Technical expertise in evaluation and research methodologies, including results-based management, evidence-based planning, quantitative and qualitative methods, gender-based analysis, environmental analysis, and participatory evaluations
  • Strong understanding of gender-sensitive value chain analysis and the trade-development nexus
  • Experience working on governance projects or liaising with government partners is considered an asset
  • Strong analytical and interpretive skills
  • Experience working with an international development organization
  • Ability to work independently and communicate effectively with remotely located staff
  • Strong presentation skills, with the ability to clearly articulate results and influence stakeholders
  • Excellent written communication skills and experience preparing reports for government funders
  • Ability to handle sensitive issues with diplomacy and professionalism
  • Fluency in English (written and spoken) is required

Nice To Haves

  • Fluency in French or Spanish (written and spoken) is considered an asset

Responsibilities

  • Supports the development and implementation of key MEL processes and tools to ensure the achievement of project results
  • Contributes to the implementation of Catalyste+’s MEL system, working in close collaboration with staff and volunteers across departments and time zones
  • Provides guidance and technical expertise to the project team to ensure the consistent application of MEL tools, templates, and processes in alignment with RBM principles and the DCED Standards for Results Measurement
  • Guides project staff in effectively integrating Gender Equality (GE) and Women’s Economic Empowerment (WEE) considerations into MEL tools, supporting materials, and processes
  • Supports the Catalyste+ team in collecting data to capture project activities, outputs, and outcomes
  • Processes, analyzes, and consolidates qualitative and quantitative data to generate high-quality insights that support project management and decision-making
  • Provides timely support in the development of high-quality case studies, annual reports, annual work plans, special studies, and other documents to meet the routine and ad hoc needs of internal and external stakeholders
  • Promotes organizational learning through the development and improvement of learning systems, initiatives, and feedback loops
  • Supports the management of Catalyste+’s database and ensures the integrity and accuracy of project results data
