About The Position

PADF seeks a full-time Monitoring and Evaluation (M&E) Officer for an upcoming U.S. Department of Labor (USDOL) Project in Ecuador, El Salvador, and Guatemala. The project will expedite the implementation of labor commitments under U.S. trade arrangements (including ART commitments) to strengthen labor law enforcement capacities and eliminate unfair trade practices in competitive export sectors—such as agriculture, manufacturing, or seafood production—to level the playing field for American workers and producers. The M&E Officer will be based in either Ecuador, El Salvador, or Guatemala. This position is contingent on funding. Fluency in written and spoken English and Spanish is required.

Requirements

  • Minimum of five (5) years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
  • Bachelor’s or Master’s degree (Master’s degree or Bachelor’s plus an advanced certificate in M&E, data analysis, statistics, or economics preferred) or comparable level of demonstrated work experience in statistics, demographics, public policy, international development, economics, or related field.
  • Demonstrated experience in effectively designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/or performance monitoring plans.
  • Knowledge of the major evaluation and analysis methodologies and data collection techniques.
  • Experience developing and refining data collection tools and analyzing data.
  • Experience managing and providing ongoing training to M&E field officers and/or sub-recipients.
  • Experience with data quality assessments and oversight.
  • Ability to facilitate and serve as project liaison for externally-managed evaluations.
  • Fluency in written and spoken English and Spanish is required.

Responsibilities

  • Support project start-up planning and validation processes by developing planning documents per USDOL requirements.
  • Lead the collection of baseline information for project indicators and activities, including developing research frameworks and overseeing research contractors.
  • Lead the development of the Program Monitoring Plan (PMP) and relevant guidelines for tracking program achievements, outcomes, indicators, and milestones.
  • Provide M&E capacity-building and ongoing support to PADF staff and partner organizations, including assistance in the development of project M&E plans and support in ensuring adequate collection and tracking of project indicators.
  • Coordinate appropriate information flows, corroborate program information, and share findings to support program tracking, planning, and strategic decision-making per USDOL requirements.
  • Communicate with USDOL regarding monitoring and evaluation.
  • Promote knowledge management and a learning environment through leadership and personal example.
  • Produce reports on M&E findings and prepare presentations based on M&E data as required.
  • Support high-quality document and report preparation in English, leveraging data to demonstrate project impacts and ensuring information is complete and accurate.
  • Travel to meet with project partners and monitor project activities as needed.
  • Other duties as required.
