About The Position

The Mid-Level Monitoring and Evaluation (M&E) Specialist supports the design and delivery of monitoring, evaluation, research, data collection, analysis, reporting, and learning activities for EAP foreign assistance programs. The specialist contributes practical MEL expertise and reliable project coordination across multiple assignments. This position is contingent upon award.

Requirements

  • Master's degree or equivalent and at least five years of relevant professional experience, or a bachelor's degree and at least seven years of relevant professional experience.
  • At least three years of professional MEL experience, including data collection and analysis.
  • At least four years of experience managing complex projects requires strong interpersonal, writing, analytical, and problem-solving skills.
  • Proficiency in data analysis software such as Excel, SPSS, Stata, or similar tools.
  • Strong organizational and project management skills, including the ability to manage multiple tasks and deadlines.
  • Working knowledge of qualitative and quantitative data collection and analysis methods.
  • Excellent written and oral communication skills in English.
  • Ability to manage multiple assignments and deadlines while producing accurate, timely, and professional deliverables.
  • Ability to collaborate effectively with EAP program offices, U.S. embassies and consulates, partners, and dispersed technical teams.
  • Knowledge of, or ability to complete required training on, 18 FAM 301.4 and Section 508 compliance.
  • Must possess a SECRET personnel security clearance, or be able to obtain the required clearance before onboarding and contract performance, and maintain it as required for the assignment.

Responsibilities

  • Support the design and implementation of MEL activities, including data collection, analysis, monitoring, evaluation, and reporting.
  • Develop and update MEL plans, performance indicators, PIRS, tracking tables, data collection tools, and monitoring protocols.
  • Conduct data quality assessments and recommend improvements to data accuracy, reliability, collection, storage, and use.
  • Collect, clean, analyze, validate, and synthesize qualitative and quantitative data from multiple sources.
  • Assist in preparing evaluation reports, research studies, assessment reports, presentations, dashboards, infographics, and other knowledge products.
  • Support monitoring activities, including interviews, desk reviews, site visits, direct observation, and third-party monitoring, as assigned.
  • Provide logistical and technical support for learning events, workshops, training, and stakeholder consultations.
  • Coordinate tasks and documentation to meet assignment deadlines and Department quality requirements.
