About The Position

Serves as the Mission Support Officer for the Joint Task Force Castle (JTFC) and as a personal advisor and key staff assistant for the program. Advises and assists in the development and execution of Task Force Castle Program's mission, strategic plans, goals, and business process improvement initiatives.

• Term Appointment NTE - Position may be filled as a Term Appointment NTE 5 years.
• Term appointments may be extended beyond of six (6) years, up to eight (8) years.
• With DoD approval, Term appointments may be extended beyond eight (8) years.
• Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

• One year of specialized experience which includes 1) Planning and executing mission support programs, including civilian strategic workforce planning, talent acquisition, and employee training; 2) Formulating, justifying, and executing an organizational operational budget (such as salaries, training, awards, or recruitment); 3) Consulting and liaising with joint military leadership, federal agency officials, or enterprise stakeholders to reconcile competing priorities and implement business process improvements; and 4) Leading multi-disciplinary administrative and technical personnel, including setting performance standards, evaluating work performance, resolving grievances, and planning workload adjustments.

Responsibilities

• Provide direction, oversight, and evaluation of strategic workforce management programs.
• Plan, direct, and execute all facets of library program operations, providing for the specialized information needs of engineers, scientists, attorneys, and other professionals.
• Manage the Leadership Development Program (LDP) interpreting and applying policies and regulations regarding civilian leadership development, and designs a curriculum around the leadership competencies.
• Provide direction, oversight, and evaluation of talent acquisition program management.
• Manage personally or through program lead and employees, the planning, execution, and improvement of talent acquisition plans and operations.
• Provide management oversight of the training program, including PROSPECT, mandatory training, supervisors development courses and leadership development program.
• Ensure the efficient, effective, and economical management of all official records in compliance with Department of the Army, National Archives and Records Administration (NARA), and other federal regulations.
• Plan, direct, coordinate, and manage assigned support office activities through direct supervision of technical and administrative personnel.
• Responsible for the funds control, oversight, and financial reporting activities of the recruitment, awards, and MSO budget through interaction with program office personnel and management to formulate the budget to support the Mission Support Office.
• Maintain liaison with JTFC and national enterprise organizations, Air Force, Army civilian leaders, HQ USACE, etc., programs providing support, training management, human resources, and talent acquisition to determine program effectiveness.
