SANCORP is seeking a Mission Assurance Construct Implementation Analyst to support the Office of the Under Secretary of Defense for Policy (OUSD(P)). This role involves providing technical advice, analysis, and support for the implementation of the Mission Assurance Construct, which is outlined in DODD 3020.40 and DODI 3020.45. The analyst will focus on identifying, assessing, managing risks, and monitoring DoD strategic assets, as well as supporting priority Defense Critical Infrastructure (DCI) resilience efforts. The position requires active participation in Mission Assurance Coordination Board (MACB) functions and meetings, including producing documentation, advising on agendas, facilitating discussions, and managing logistics across various security levels (NIPR, SIPR, JWICs). The analyst will also integrate the Mission Assurance Construct into broader DoD processes, including budget, guidance, and strategic planning documents. This includes reviewing and drafting USG and DoD Strategic Guidance Documents relevant to Mission Assurance, Defense Critical Infrastructure, and resilience. The role involves preparing packages for senior leaders, synchronizing MA guidance, and providing technical advice to improve the incorporation of the MA construct into various MA-related programs such as adaptive planning, cybersecurity, energy resilience, antiterrorism, munitions operations risk management, CBRN preparedness, emergency management, insider threat, readiness reporting, and continuity of operations. The analyst will also support reviews of additions, modifications, or deletions to the prioritization of Defense Critical Asset lists and Defense Critical Missions. Furthermore, the role includes providing technical analysis and support for Mission Assurance Assessments (MAA), reviewing assessments and threat reporting to identify issues and vulnerabilities for MA risk management. The analyst will also help evolve mechanisms for the MACB to manage risk and monitor the status of Defense Critical Assets (DCAs), Task Critical Assets (TCAs), and other Defense Critical Infrastructure (DCI). Additionally, the position involves assisting in developing policy training requirements for DCI risk management and resilience, and creating an engagement plan for integrating this work into DoD training. The analyst will also support the incorporation of the MA framework into DoD research and development initiatives to build resilience into infrastructure, networks, and weapons systems early in the acquisition process. Finally, the role includes providing technical analysis and assistance in developing and managing MA databases, information sharing, and information management, including co-chairing governance and working groups, and providing recommendations on policy guidance to align database capabilities with MA construct and policy needs.
