About The Position

The Military Personnel Specialist is responsible for overseeing contractor operations at a designated Army installation while managing all aspects of site-level security for Common Access Card (CAC) issuance and DEERS/RAPIDS operations. This dual-role position ensures compliance with Department of Defense (DoD) security protocols and facilitates the secure, efficient delivery of Military Human Resources Support (MHRS) services.

Requirements

  • U.S. Citizenship
  • Favorably adjudicated Tier 1 background investigation
  • Completion of SSM/VO/CAC Operator training via DMDC
  • Experience managing personnel and security operations in a DoD environment
  • Strong organizational, communication, and leadership skills

Nice To Haves

  • Prior experience in military HR or DEERS/RAPIDS operations
  • Familiarity with AR 600-8-14, DoD 5200.2-R, and FIPS 201
  • Knowledge of iPERMS, IPPS-A, and TRANSPROC systems

Responsibilities

  • Serve as the primary point of contact for contractor personnel at the assigned location.
  • Coordinate daily operations with the Program Manager and Government representatives.
  • Ensure timely and accurate execution of all MHRS tasks, including ID card services, personnel processing, and records management.
  • Manage the security and integrity of DEERS/RAPIDS operations in accordance with DoD and Army regulations.
  • Ensure all CAC Operators, Verifying Officials (VOs), and Alternate SSMs (ASSMs) are trained, certified, and compliant with the DoD X.509 Certificate Policy and Certification Practice Statement (CPS).
  • Maintain control of RAPIDS equipment, blank ID cards, and sensitive materials.
  • Enforce physical and logical access controls, including key and lock combination management.
  • Conduct quarterly quality control inspections and submit reports to the COR, HQ IMCOM, and local MPD.
  • Monitor compliance with security protocols, including CAC issuance, background investigations, and PII protection.
  • Ensure all personnel complete required training (e.g., Cyber Awareness, OPSEC, SHARP, CTIP).
  • Verify that all contractor personnel meet security clearance requirements and are properly documented in DISS and TASS.
  • Coordinate with the Government Security Management Office (SMO) for background investigations and CAC processing.
  • Report any security incidents, lost cards, or breaches immediately to the COR and follow established protocols.
