About The Position

The Manager, Strategic Rebids & Operational Partnerships is a strategic, results‑driven leader responsible for safeguarding and expanding Equus’ existing U.S. client portfolio by owning the development, management, and successful execution of all rebid and renewal efforts. This role ensures APM maintains its competitive advantage by designing and driving a specialized rebid methodology that leverages deep client insight, performance analytics, competitor analysis and cross‑functional collaboration with the Operations team. Building on strong operational and partnership foundations, the Manager leads multidisciplinary teams to deliver compelling, compliant, and high‑quality proposals that retain and grow long‑term contracts. The position reports to the SVP of Strategic Bidding & Sales Operations and plays a pivotal role in Equus’ contract retention strategy. This leader drives continuous quality improvement in our rebid win rates, allowing Equus to retain and grow its key and most valuable long-term partnerships.

Requirements

  • Bachelor’s degree in Business Administration, Marketing, Public Policy, Healthcare Management, Social Services or related field preferred.
  • 5+ years’ progressive experience in strategic partnerships, business development, operations and/or corporate development with a strong track record of managing high‑value relationships.
  • Experience with government RFP contracting environments.
  • Experience managing contracts or partnerships with community‑based organizations and employers.
  • Experience in a growth‑oriented organization, protecting base contracts and entering into adjacent markets.
  • Executive Relationship Builder: Strong communication, presentation, and negotiation skills; ability to build trust with senior stakeholders.
  • Market & Ecosystem Acumen: Deep understanding of relevant market dynamics, regulatory landscapes (especially government), and the competitive ecosystem for partnership opportunities. Knowledge and understanding of workforce operations and the public workforce development system (or similar strategic sectors).
  • Cross‑Functional Leadership: Proven ability to lead teams without direct authority and establish goals and action plans.
  • Analytical & Business Acumen: Strong analytical and decision‑making skills to evaluate opportunities and outcomes.
  • Communication & Presentation Excellence: Excellent written and verbal communication skills, including the ability to articulate complex partnership strategies to diverse audiences. Must be a strong public speaker. Ability to create and present proposals to stakeholders effectively.

Responsibilities

  • Rebid Strategy & Leadership: Develop, implement, and continuously refine a best-in-class rebid strategy and process, focused on maximizing retention and growth of existing contracts and accounts.
  • Rebid Portfolio Management: Proactively identify, track, and manage the complete lifecycle of all upcoming contract expirations and re-competition opportunities, ensuring a robust pipeline of qualified rebids.
  • Client & Performance Insight: Collaborate with Operations and SVP of Strategic Bidding and Sales Ops to gather critical client performance data, understand evolving client needs, and inform win strategies for rebids.
  • Cross-functional Rebid Execution: Lead multi-disciplinary rebid teams (often including operations, finance, legal, technical experts, and specialized proposal writers/managers) through influence and expertise, coordinating efforts to craft highly tailored and compelling rebid proposals.
  • Strategic Positioning: Collaborate with the SVP of Strategic Bidding & Sales Ops, the VP of Proposals, and other senior leaders to define and articulate Equus’ differentiation and value proposition specifically for rebid scenarios.
  • Performance Analytics & Optimization: Establish and monitor key performance indicators (KPIs) for rebids, conduct win/loss analysis, and implement lessons learned and debriefs (internal & external) to continually enhance rebid processes and improve win rates.
  • Stakeholder Communication: Maintain strong communication with internal stakeholders regarding rebid status, risks, and strategies, and contribute to executive-level reviews and decision-making for critical rebid opportunities in both Business Development and Operations.
  • Market & Competitive Intelligence: Work with the Business Development Analyst to stay informed on industry shifts, regulatory changes, and competitor activities specific to existing contract renewals to position Equus advantageously.
  • Proposal Management: As needed, work as the project manager for proposals during busy season. Guide, lead and organize proposal team from the time the Request for Proposal (RFP) is active to submission.
