About The Position

The Infrastructure Maintenance & Construction Services (IMCS) Operations Support department implements asset management best practices to develop people, processes, and technology solutions that enhance workforce effectiveness, increase asset reliability, and drive continuous improvement in State of Good Repair (SOGR) for Amtrak’s infrastructure. Manage the Industrial Engineering function responsible for improving productivity, workforce utilization, operational efficiency, quality, and cost effectiveness across maintenance, overhaul, asset management, and operational support programs. Lead Industrial Engineering staff and continuous improvement initiatives that optimize processes, establish performance standards, improve resource utilization, and support organizational objectives through the application of industrial engineering principles, operational analytics, and process improvement methodologies.

Requirements

Bachelor’s degree in Industrial Engineering or related field; or an equivalent combination of education, training, and experience.
Plus 7 years of relevant work experience.
Excellent interpersonal and communication skills, and the ability to engage with all levels of an organization, including field personnel.
Advanced knowledge of industrial engineering principles, operational analytics, workforce planning, labor standards development, process improvement methodologies, and performance measurement systems.
Demonstrated ability to lead and develop professional staff while managing multiple operational improvement initiatives and competing business priorities.
Strong knowledge of maintenance operations, asset management practices, reliability-centered maintenance principles, quality systems, and continuous improvement techniques.
Ability to analyze complex operational challenges, develop data-driven recommendations, and implement solutions that improve productivity, efficiency, reliability, and cost performance.
Excellent communication, stakeholder management, project leadership, and change management skills with the ability to influence decisions across multiple organizational levels.
Excellent written and verbal communication skills with the ability to communicate effectively with department heads, managers, supervisors, and clerical staff to influence decisions across multiple organizational levels.
High level of comfort and adaptability working in both office environments and outdoor field settings.

Nice To Haves

Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
Plus 9 years of relevant work experience.
Master’s degree in Industrial Engineering, Business Administration, or related field.
Six Sigma, PMP, or similar certification.
Familiarity with Maximo or other computerized asset management systems.
Prior experience with railroad infrastructure (or related) work execution processes.

Responsibilities

Manage Industrial Engineering personnel responsible for process improvement, labor standards development, workforce planning, operational analytics, performance measurement, and continuous improvement initiatives.
Direct the evaluation and improvement of maintenance, production, and operational processes to increase productivity, resource utilization, reliability, quality, safety, and cost efficiency.
Establish and maintain labor standards, productivity metrics, performance dashboards, workforce utilization models, and reporting methodologies used to support operational and business decisions.
Lead cross-functional improvement initiatives involving workflow design, work management systems, process optimization, facility utilization, maintenance planning, and organizational effectiveness.
Partner with Engineering, Operations, Maintenance, Finance, and Project Management leadership to develop business cases, support capital programs, implement continuous improvement strategies, and achieve operational performance objectives.
