This role serves as the primary program point of contact (POC) with management responsibility and overall cost, schedule, and technical accountability for a major/critical subcontract or a portfolio of large program subcontracts. The position involves planning, organizing, directing, and controlling significant program subcontract management activities to ensure supplier execution of all subcontract requirements. It also requires maintaining positive internal and external relationships with the BAE Systems Space & Mission Systems (SMS) customer, the program team, and the supplier(s). The Integrated Supply Chain team plays a critical role in program success by linking the end-to-end material flow. The role is responsible for leadership and management of program subcontracts, acting as the primary POC for all subcontract stakeholders regarding cost, schedule, technical, quality, and deliverables. It involves participation in proposal preparation, coordination of supplier RFP packages, and technical evaluations of subcontractor proposals. The role may lead the development of a Program Subcontract Management Plan (PSMP) and lead the program Subcontract Management Team (SMT), ensuring alignment with the program and appropriate staffing. Responsibilities include communicating program mission requirements to subcontractors, developing and executing subcontract management plans, scope of work, technical requirements, and deliverables. The position holds program-level budgetary authority for subcontract execution, including profit/loss, labor budget, and management reserve. It is responsible for subcontract cost tracking, Earned Value (EV) and EAC budget, variance tracking, and reporting, as well as ensuring timely supplier financial reporting. Visibility and communication of subcontract technical, quality assurance, financial, schedule, and compliance to program reporting requirements are key. The role manages subcontract schedules, integrates supplier IMS into the program level IMS, and manages subcontract risks (cost, schedule, technical, quality). It is responsible for deconflicting resource and schedule conflicts at subcontractor locations and leveraging program and SMS teams for conflict resolution. Change control and management for subcontracts, including support for change proposal efforts and internal evaluation of subcontractor change proposals, are also required. In partnership with the Subcontract Manager, the role acts as the principal interface with the subcontractor on all subcontract-related subjects and serves as a liaison between the subcontractor, Program, and other stakeholders. It assists the Subcontract Manager to ensure the Subcontract is maintained current and meets Program requirements, establishes SMS programmatic negotiation positions, and supports subcontract negotiations. Close collaboration with Program Management and the customer is necessary to communicate subcontractor progress, resolve issues, and manage risk. The role coordinates and chairs subcontractor program status, business, design, manufacturing, test, and pre-ship reviews, potentially developing a Subcontractor Performance system. Ethical conduct and compliance with all applicable laws, statutes, and regulations are mandatory. A regular and predictable work schedule is required, along with establishing and maintaining effective working relationships within the department, SBU, SCU, and the Company.
